Requests the Senate Revenue and Fiscal Affairs Committee and the House Ways and Means Committee to study the re-creation of the Louisiana Environmental Scorecard program and to present their findings to the Louisiana Legislature prior to the 2011 Regular Session. A CONCURRENT RESOLUTI ON1 To urge and request the Senate Revenue and Fiscal Affairs Committee and the House Ways2 and Means Committee to meet and function as a joint committee to study and make3 recommendations with respect to the re-creation of the Louisiana Environmental4 Scorecard program, and to present their findings to the Louisiana Legislature prior5 to the 2011 Regular Session.6 WHEREAS, the Louisiana Environmental Scorecard program was created during the7 administration of Louisiana Governor Charles "Buddy" Roemer; and8 WHEREAS, the Louisiana Environmental Scorecard program linked industrial tax9 exemptions and other economic development incentives to a company's performance and10 adherence to environmental laws and regulations; and11 WHEREAS, the Louisiana Environmental Scorecard program further took into12 consideration the number of jobs created for Louisiana citizens by companies receiving13 industrial tax exemptions and other economic development incentives; and14 WHEREAS, the Louisiana departments of economic development and environmental15 quality created a scoring system into an existing ten-year Industrial Property Tax Exemption16 whereby they rated companies environmental behavior; and17 WHEREAS, the Louisiana Environmental Scorecard program has been described by18 SCR NO. 129 SLS 10RS-5386 ORIGINAL Page 2 of 2 some as one of the most progressive economic development tools ever adopted by a state;1 and2 WHEREAS, data suggests that this program had a significant incentive effect,3 economic opportunities, as well as helped to promote environmental health; and4 WHEREAS, it is fair and appropriate, especially in these times of economic and5 environmental distress, to consider whether industrial tax exemptions and other economic6 development incentives should be extended to companies who promote environmental7 safety.8 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby9 urge and request the Senate Revenue and Fiscal Affairs Committee and the House Ways and10 Means Committee to meet and function as a joint committee to study and make11 recommendations with respect to the re-creation of the Louisiana Environmental Scorecard12 program, and to present their findings to the Louisiana Legislature prior to the 2011 Regular13 Session.14 The original instrument and the following digest, which constitutes no part of the legislative instrument, were prepared by Danielle Doiron.
