Request joint committee to study the horse racing industry and regulation thereof. A CONCURRENT RESOLUTI ON1 To urge and request the Senate Committee on Commerce, Consumer Protection, and2 International Affairs and the House Committee on Commerce to meet and function3 as a joint committee to study and determine whether the Louisiana State Racing4 Commission is properly regulating the horse racing industry in Louisiana, whether5 the commission is meeting the stated legislative intent, policy, and purposes as6 prescribed by Louisiana law, and whether the commission is utilizing the best7 practices in performing its function.8 WHEREAS, the horse racing industry is a significant contributor and vital to the9 economy of the state; and 10 WHEREAS, the legislature has expressly stated its intent, policies, and purposes in11 authorizing the horse racing industry to conduct business in Louisiana; and 12 WHEREAS, the legislature has adopted laws that regulate the objectives and goals13 of the horse racing industry; and 14 WHEREAS, the Louisiana State Racing Commission has statutory authority to15 implement and enforce the laws regulating the horse racing industry; and 16 WHEREAS, it is prudent for the state to determine if the regulation of the horse17 racing industry is being properly conducted by the Louisiana State Racing Commission, if18 SCR NO. 130 SLS 10RS-5500 ORIGINAL Page 2 of 2 the commission is meeting the stated legislative intent, policies and purposes as prescribed1 in Louisiana law, and whether the commission is utilizing the best practices in carrying out2 the law. 3 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby4 urge and request the Senate Committee on Commerce, Consumer Protection, and5 International Affairs and the House Committee on Commerce to study whether the Louisiana6 State Racing Commission is properly regulating the horse racing industry in Louisiana,7 whether the commission is meeting the stated legislative intent, policy, and purposes as8 prescribed by Louisiana law, and whether the commission is utilizing the best practices in9 performing its function.10 BE IT FURTHER RESOLVED that the joint committee shall submit a written report11 of its findings to the legislature prior to March 1, 2011.12 The original instrument and the following digest, which constitutes no part of the legislative instrument, were prepared by Michelle Ducharme.
