SENATE CONCURRENT RESOLUTI ON NO. 69

A CONCURRENT RESOLUTI ON
To urge and request the state of Louisiana, through the Department of Health and Hospitals
and the Department of Economic Development, Louisiana State University, Xavier
University, Tulane University, United States Department of Veterans Affairs, Board
of Trustees for the New Orleans University Medical Center, and the Greater New
Orleans Biosciences Economic Development District to execute a community
benefits agreement.
WHEREAS, the purpose of a community benefits agreement is to provide for a
concerted and coordinated effort on the part of the principals to the agreement to extend and
maximize the benefits of current and future development projects to the surrounding
community by:
(1) Increasing the availability of affordable housing.
(2) Increasing employment and economic opportunities.
(3) Prioritizing job training and workforce employment and economic opportunities.
(4) Providing for environmentally sensitive construction and design.
(5) Providing for community focused transportation that enhances pedestrian and
alternative use.
(6) Providing for district community needs for public spaces.
(7) Preserving and enhancing the existing cultural complexity of the community.
(8) Constructing facilities which are designed as good neighborhood legacies.
(9) Encouraging the creation of a mobile learning lab to provide access to state-of-
the-art laboratory facilities and curriculum for middle and high school teachers and students.
(10) Encouraging the location of Sidney N. Collier Technical Institute within the

WHEREAS, it is in the best interest of the state that a community benefits agreement
be executed by the state of Louisiana, through the Department of Health and Hospitals and
the Department of Economic Development, Louisiana State University, Xavier University,
Tulane University, United States Department of Veterans Affairs, Board of Trustees for the
New Orleans University Medical Center, and the Greater New Orleans Biosciences
Economic Development District.
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
urge and request the state of Louisiana, through the Department of Health and Hospitals and
the Department of Economic Development, Louisiana State University, Xavier University,
Tulane University, United States Department of Veterans Affairs, Board of Trustees for the
New Orleans University Medical Center, and the Greater New Orleans Biosciences
Economic Development District to execute a community benefits agreement.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
president of Louisiana State University, the chairman of the University Medical Center
Board of Trustees, the president of Xavier University, the president of Tulane University,
the secretary of the United States Department of Veterans Affairs, and the president of the
Greater New Orleans Biosciences Economic Development District.
