LEGIS POWERS/FUNCTIONS.  Provides with respect to the election of the president and
president pro tempore of the Senate and the speaker and speaker pro tempore of the House
of Representatives.
A CONCURRENT RESOLUTI ON1
To adopt Joint Rule 21 of the Joint Rules of Order of the Senate and House of2
Representatives; to provide the procedure to elect the president and president pro3
tempore of the Senate and the speaker and speaker pro tempore of the House of4
Representatives.5
BE IT RESOLVED by the Legislature of Louisiana that Joint Rule 21 of the Joint6
Rules of Order of the Senate and House of Representatives is adopted to read as follows:7
Joint Rule No. 21. Election of President and President pro tempore of the8
Senate and the Speaker and Speaker pro tempore of the House9
of Representatives10
A. During the organizational meeting of the Senate the membership11
thereof shall elect the President and the President pro tempore as follows, and12
during the organizational meeting of the House of Representatives the13
membership thereof shall elect the Speaker and the Speaker pro tempore, as14
follows, and in accordance with the rules of the respective houses:15
(1) Within ten days of the convening of the organizational session, the16
membership of the respective houses shall submit to the Secretary of the Senate17 SCR NO. 7

and the Clerk of the House of Representatives nominations for the officers to1
be elected.2
(2) On the day of the organizational session at which the election of3
officers is to be held, each member shall be provided with the following:4
(a) A ballot containing the names of the nominees.5
(b) An envelope with the member's name.6
(c) A blank envelope.7
(3) Each member shall mark his or her ballot selecting one choice for8
each of the officers to be elected and insert the ballot into the blank envelope9
and seal it, then insert the sealed blank envelope into the envelope bearing the10
member's name, seal that envelope, and sign the back of that envelope at the11
seal.12
(4) The Secretary of the Senate and the Clerk of the House of13
Representatives shall collect the completed and sealed ballots from the voting14
members of their respective houses.15
(5) The Secretary and the Clerk shall open one-by-one the sealed16
envelopes bearing the names of the members of their respective houses and17
remove the blank envelopes containing the ballots, and place each blank18
envelope into a box designated for that purpose.19
(6)  The Secretary and the Clerk shall open one-by-one the blank20
envelopes containing the ballots and count the ballots cast for each nominee.21
The nominee who receives the most votes for an office shall be declared the22
winner of the election for that office.23
B. The Secretary and the Clerk shall read the final vote tally to the full24
membership of their respective houses and shall certify the names of the25
members who cast ballots and the totals of the vote for their respective houses.26
The results shall be entered into the official minutes of the organizational27
meetings of each house.28

Proposed Joint Rule provides for the election of President and President pro tempore of the
Senate and the Speaker and Speaker pro tempore of the House of Representatives.
Proposed Joint Rule provides that during the organizational meeting of the Senate the
membership is to elect the President and the President pro tempore as follows, and during
the organizational meeting of the House of Representatives the membership thereof will
elect the Speaker and the Speaker pro tempore, as follows, and in accordance with the
respective rules of order of each house:
(1) Within ten days of the convening of the organizational session, the membership of
the respective houses will submit to the Secretary of the Senate and the Clerk of the

(6)The Secretary and the Clerk will then open one-by-one the blank envelopes
containing the ballots and count the ballots cast for each nominee. The nominee who
receives the most votes for an office shall be declared the winner of the election for
that office.
Proposed Joint Rule provides that the Secretary and the Clerk are to read the final vote tally
to the full membership of their respective houses and certify the names of the members who
cast ballots and the totals of the vote for their respective houses.
Proposed Joint Rule provides that the results of the elections are to be entered into the
