Page 1 of 2 Regular Session, 2010 ENROLLED SENATE RESOLUTION NO. 103 BY SENATOR KOSTELKA A RESOLUTION To express the sincere and heartfelt condolences of the Senate of the Legislature of Louisiana upon the death of Patricia Fae Foster. WHEREAS, it is with deep regret and profound sorrow that the citizens of Louisiana have learned of the death of Patricia Foster who died on May 11, 2010 at age eighty-one; and WHEREAS, Patricia Fae Foster was born in Clovis, New Mexico, on March 9, 1929; and WHEREAS, while attending Clovis High School, she was elected state president of the New Mexico Future Homemakers of America, representing her state in Denver, Colorado, and helped formulate the National Future Homemakers of America; and WHEREAS, after graduating from high school in 1946, she attended Browning Commercial College in Albuquerque, New Mexico and became an accountant; and WHEREAS, she worked at the University of New Mexico Book Store until her marriage to Fred J. Foster, a theological student, on September 10, 1946; and WHEREAS, the couple started their marriage in Tupelo, Mississippi, where Fred was in school and, along with another student and his wife, founded Cedar Grove Pentecostal Church in Tupelo, Mississippi, which, upon graduation, the Fosters pastored; and WHEREAS, in September, 1954, they founded Calvary Pentecostal Church in Albuquerque; and WHEREAS, in 1958 they pastored the First United Pentecostal Church in Orange, Texas, until November, 1963, when Texas District International asked them to start Texas Bible College in Houston, Texas, with Patricia Fae Foster serving as business manger while her husband served as president, and under their tutelage the college became the largest of the UPCI; and WHEREAS, in January, 1970, the Fosters began their ministry in West Monroe, Louisiana, where Patricia Fae Foster became the First Lady of the First Pentecostal Church, now The Pentecostals; and SR NO. 103 ENROLLED Page 2 of 2 WHEREAS, she was a key player in the great growth and success of the church over the twenty-eight and a half years her husband pastored there, purchasing the property for the new facilities on Interstate-20; and WHEREAS, since June 1998, when her husband became Pastor Emeritus, she has continued to be an active part of the Pentecostals in West Monroe; and WHEREAS, her husband credits her with their many accomplishments, "she was a tremendous lady and without her grand assistance none of our accomplishments could have been possible"; and WHEREAS, she was a loving, devoted, and dedicated wife and a cherished mother, grandmother, great-grandmother, sister, cousin, and aunt whose love of family was of utmost importance in her life; and WHEREAS, she was a progressive voice for the Pentecostals, and will always be remembered in her community for her distinguished service as the First Lady of the Pentecostals; and WHEREAS, upon her death the world lost a unique individual who left an indelible mark upon the lives of all those who knew her; and WHEREAS, because of her numerous accomplishments in public and private life, the death of Patricia Fae Foster has left a void in her community and has created a genuine sense of profound sorrow in her friends and family. THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana acknowledges with gratitude the outstanding service, and numerous accomplishments of Patricia Fae Foster and extends sincere regrets and condolences to her family on the occasion of her death. BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to her husband, Dr. Fred J. Foster. PRESIDENT OF THE SENATE
