SENATE RESOLUTION NO. 188
BY SENATOR DONAHUE 
A RESOLUTION
To commend Samuel Curtis Ingalls upon his selection as a representative of Louisiana at the
Hugh O'Brien World Leadership Congress in Los Angeles, California.
WHEREAS, Samuel Curtis Ingalls, of Mandeville High School, attended the
Louisiana Hugh O'Brien Youth Leadership Seminar, held from June 4, 2010 through June
6, 2010, in Baton Rouge, Louisiana; and
WHEREAS, the Hugh O'Brien Youth Leadership program was established in 1958
by popular actor Hugh O'Brien following a visit to Africa, where he met with famed
humanitarian Dr. Albert Schweitzer and was inspired to create an organization designed to
encourage young people to take leadership roles in society; and
WHEREAS, Samuel Ingalls was joined by one hundred and twenty-one other young
leaders, who represented their respective high schools throughout Louisiana; and
WHEREAS, these young individuals discussed the core values of the Hugh O'Brien
Youth organization, including the impact of volunteering in one's community, the
partnership in community, and an appreciation and need for diversity in our culture; and
WHEREAS, the Hugh O'Brien World Leadership Congress is held annually in
conjunction with a major United States university, and brings together young men and
women from around the world for a week-long intensive educational leadership conference;
and
WHEREAS, Samuel was chosen to represent Louisiana at the Hugh O'Brien World
Leadership Congress, which is being held July 23, 2010 through July 30, 2010, at the
University of California in Los Angeles, California; and
WHEREAS, in September of each year, the Hugh O'Brien Youth organization sends
nomination materials to every accredited public and private high school in the United States,
and each high school is invited to select one sophomore with demonstrated leadership
abilities and potential to attend regional spring Hugh O'Brien Youth seminars; and SR NO. 188	ENROLLED

WHEREAS, at the World Leadership Congress, students learn about other cultures
and opinions, form friendships, and exchange ideas in an environment where they can feel
comfortable in open discussions with their peers, learning to vocalize how they shape and
form their own views regarding the role of leadership in society; and
WHEREAS, Hugh O'Brien believes one of the most important things in education
is to teach young people to think for themselves, which, as a result of the more than three
hundred thousand Hugh O'Brien alumni, has influenced and inspired young people to
become more involved in their communities; and
WHEREAS, the Hugh O'Brien World Leadership Congress seeks to inspire high
school students to excel as leaders, using friendship with others as a catalyst for their
learning experience; and
WHEREAS, Samuel Curtis Ingalls is recognized and commended for the pride and
honor that he has brought to his family, friends, community, and the state of Louisiana.
THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
does hereby commend Samuel Curtis Ingalls upon his selection as a representative of
Louisiana at the Hugh O'Brien World Leadership Congress in Los Angeles, California.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
Samuel Curtis Ingalls.
