AN ACT1
To amend and reenact R.S. 39:551.3(B), relative to provisions in Title 39 (Public Finance)2
of the Louisiana Revised Statutes of 1950 which are limited in applicability to3
certain political subdivisions or local areas based upon population classifications; to4
specify applicability to one or more political subdivisions or local areas based upon5
population classifications; and to provide for related matters.6
Be it enacted by the Legislature of Louisiana:7
Section 1. R.S. 39:551.3(B) is hereby amended and reenacted to read as follows: 8
ยง551.3. Industrial parks; power of parish or industrial district to incur debt and issue9
bonds; debt limitations10

B. In parishes having a population of more than 285,000 persons, but less12
than 500,000 persons, according to the latest federal decennial census East Baton13
Rouge Parish, an industrial district within the meaning and authority of Subsection14
A of this Section shall be created by the parish governing authority when petitioned15
to do so by the governing authority of a municipality within such parish, where it16
appears in the petition that more than ninety- five percent of the assessed valuation17
of the taxable properties within the limits of the proposed industrial district lie within18
the corporate limits of the petitioning municipality. The governing authority of an19
industrial district created under the authority of this Part shall consist of the20
governing authority of the municipality, and the officers of the municipality shall be21
the officers of the district. A petition hereunder shall set forth the fact that the22
governing authority of the petitioning municipality has determined to proceed with23
the petition after having given notice by publication of the intention to proceed with24 ENROLLEDHB NO. 12

the creation of an industrial district under the authority of this Section and a public1
hearing has been conducted thereon.2
