REAPPORTIONMENT/BESE: Provides relative to the election districts for the Board of
Elementary and Secondary Education (Item #4)
AN ACT1
To enact R.S. 17:2.1 and to repeal R.S. 17:2.2, relative to redistricting; to provide for2
election districts for the State Board of Elementary and Secondary Education; to3
provide for election of members; to provide for effectiveness; and to provide for4
related matters.5
Be it enacted by the Legislature of Louisiana:6
Section 1. R.S. 17:2.1 is hereby enacted to read as follows: 7

Districts for election of members of the State Board of Elementary and

Secondary Education9
A. Louisiana shall be divided into eight districts for the election of eight of10
the members of the State Board of Elementary and Secondary Education. One11
member shall be elected from each of the following districts:12

Section 2. (A) The precincts referenced in this Act are those precincts identified as13
Voting Districts (VTDs) in the 2010
Census Redistricting TIGER/Line Shapefiles for the14
State of Louisiana.15
(B) When a precinct referenced in this Act has been subdivided by action of the16
parish governing authority on
a nongeographic basis or subdivided by action of the parish17
governing authority on a geographic basis in accordance with the provisions of R.S.18:532.1,18
the enumeration in this Act of the general precinct designation shall include all19
nongeographic and all geographic subdivisions thereof, however such subdivisions may be20
designated. The territorial limits of the districts as provided in this Act shall continue in21
effect without change regardless of any changes made to the precincts by the parish22
governing authority.23
Section 3. R.S. 17:2.2 is hereby repealed in its entirety.24
Section
4.(A) Section 1 of this Act shall become effective solely for the purposes of25
qu
alifying and election of members of the State Board of Elementary and Secondary26
Education at the regularly scheduled e lections in 2011, upon signature of this Act by the27
governor or, if not signed by the governor, upon expiration of the time for bills to become28
law without signature by the governor, as provided in Article III, Section 18 of the29 HLS 111ES-41 ENGROSSED

Constitution of Louisiana. If this Act is vetoed by the governor and subsequently approved1
by the legislature, Section 1 of this Act shall become effective for such purposes on
the day2
following such approval. The provisions of Section 1 of this Act shall be effective for all3
other purposes at noon on January 9, 2012.4
(B) Section 3 of this Act shall become effective at noon on January 9, 2012.5
(C) The provisions of this Section and Section 2 of this Act shall become effective6
upon
signature of this Act by the governor or, if not signed by the governor, upon expiration7
of the time for bills to become law without signature by the governor, as provided in Article8
III, Section
18 of the Constitution of Louisiana. If this Act is vetoed by the governor and9
subsequently approved by the legislature, the provisions of this Section
and Section 2 of this10
Act shall become effective on the day following such approval.11

Present constitution
