SENATE BILL NO. 29
BY SENATOR MILLS 
CONGRESS.  Provides for the redistricting of Louisiana's congressional districts.
AN ACT1
To enact R.S. 18:1276.1 and to repeal R.S. 18:1276, relative to congressional districts; to2
provide for the redistricting of Louisiana's congressional districts; to provide relative3
to the terms of members of congress serving on the effective date of the Act; to4
provide for the filling of vacancies; to provide relative to positions and offices, other5
than congressional, that are based upon congressional districts; to provide for the6
effectiveness of the Act; and to provide for related matters.7
Be it enacted by the Legislature of Louisiana:8
Section 1. R.S. 18:1276.1 is hereby enacted to read as follows:9
ยง1276.1.  Congressional districts10
A. Louisiana is divided into six congressional districts, and the qualified11
electors of each district shall 	elect one representative to the United States House of12
Representatives.13

B. The precincts referenced in this Act are those precincts identified as6
Voting Districts (VTDs) in the 2010
 Census Redistricting TIGER/Line
7
Shapefiles for the State of Louisiana.8
C. When a
 precinct referenced in this Act has been subdivided by action
9
of the parish governing authority on a nongeographic basis or subdivided by10
action of the parish governing authority on a geographic basis in accordance11
with the provisions of R.S. 18:532.1, the enumeration in this Act of the general12
precinct designation shall include all nongeographic and all geographic13
subdivisions thereof, h owever such subdivisions may be designated. The14
territorial limits of the districts as provided in this Act shall continue in effect15
without change regardless of any changes made to the precincts by the parish16
governing authority.17
Section 2.  R.S. 18:1276 is hereby repealed effective at noon on January 3, 2013.18
Section
 3. The provisions of Section 1 of this Act shall be effective for the purposes19
of election of representatives to the United States 	Congress at the next regularly scheduled20
election for representatives to the congress in 2012,
 commencing on the date and at the time21
that the qualifying period opens for such offices. The effectiveness of Section 1 of this Act22
for such qualification and election shall not reduce the term of office of any member of the23
congress or change the district which any member represents pursuant to R.S. 18:1276. For24
subsequent elections of representatives to the United States Congress and for all other25
purposes, the provisions of Section
 1 of this Act shall become effective at noon on January26
