CONGRESS. Provides for the redistricting of Louisiana's congressional districts.
AN ACT1
To enact R.S. 18:1276.1 and to repeal R.S. 18:1276, relative to congressional districts; to2
provide for the redistricting of Louisiana's seven congressional districts into six3
congressional districts; to provide for the terms of members serving on
the effective4
date of the Act; to provide for filling of vacancies; to provide with respect to5
positions and offices, other than congressional, which are based upon
congressional6
districts; to provide for the effectiveness of the Act; and to provide for related7
matters.8
Be it enacted by the Legislature of Louisiana:9
Section 1. R.S. 18:1276.1 is hereby enacted to read as follows:10
ยง1276.1. Congressional Districts

A. Louisiana is divided into six congressional districts, and the qualified12
electors of each district shall elect one representative to the United States House13
of Representatives.14

B. The precincts referenced in this Section are those precincts identified10
as Voting Districts (VTDs) in the 2010
Census Redistricting TIGER/Line
11
Shapefiles for the State of Louisiana.12
C. When a precinct referenced in this Section has been subdivided by13
action of the parish governing authority on a nongeographic basis or subdivided14
by action of the parish governing authority on a geographic basis in accordance15
with the provisions of R.S. 18:532.1, the enumeration in this Section of the16
general precinct designation shall include all nongeographic and all geographic17
subdivisions thereof, however such subdivisions may be designated. The18
territorial limits of the districts as provided in this Section shall continue in19
effect without change regardless of any changes made to the precincts by the20
parish governing authority.21
D. This Section shall not reduce the term of office of any member of22
congress who was elected at the 2010
congressional election or who was elected
23
to fill a vacancy for the remainder of a term which began on January 3, 2011.24
E. A vacancy in the representation of any congressional district that is25
filled after January 3, 2013, shall be filled as provided by law from that district26
as it is described in this Section.27
F. This Section shall not reduce the term of office of any person holding28
any position or office on January 3, 2013, for which the appointment or election29 SB NO. 3

is based upon a
congressional district. Any position or office filled after

January 3,
2013, for which the appointment or election is based on a
2
congressional district shall be appointed or elected from that district as it is3
described in this Section.4
Section 2. R.S. 18:1276 is hereby repealed effective at noon on January 3, 2013.5
Section
3. The provisions of Section 1 of this Act shall become effective solely for6
the purposes of the election of representatives to the United States Congress at the next7
regularly scheduled election for representatives to the congress in 2012,
commencing on the8
date and at the time that the qualifying period opens for such offices. The effectiveness of9
Section
1 of this Act for such purposes shall not reduce the term of office of any member of10
the congress or change the district which any member represents pursuant to RS. 18:1276.11
For subsequent elections of representatives to the United States Congress and for all other12
purposes, the provisions of Section
1 of this Act shall become effective at noon on January13
3, 2013.14
