SENATE RESOLUTION NO. 21
BY SENATOR NEVERS 
A RESOLUTION
To commend Mayor Barbara Ellen Stroud Gibson for her exemplary and committed service
to the village of Sun.
WHEREAS, Barbara Ellen Stroud Gibson has served the people of the village of
Sun, Louisiana, for two terms, from 2003-2007 and from 2007-2011; and
WHEREAS, born August 30, 1944, and married to Willard T. Gibson in 1983, she
is the loving mother of seven children and numerous grandchildren; and
WHEREAS, a citizen and mayor, Barbara Gibson has shown an unwavering
commitment to the betterment of the lives of her fellow citizens, and despite battling breast,
bone, and liver cancer for the last four years, she continues to work tirelessly for her
community and has become a figure of hope for the people of Sun; and
WHEREAS, her service to the village of Sun has been marked by many successes,
including starting a garbage pick-up service; and
WHEREAS, Mayor Gibson orchestrated the 2005 opening of the Sun Skating Rink
in an effort to give the children and families of the community a safe place for recreation and
social activities, and when the skating rink and town hall suffered extensive damage during
Hurricane Katrina, she was instrumental in rallying volunteers to help restore the buildings;
and
WHEREAS, also in 2005 she worked tirelessly with the United States Army Corps
of Engineers and St. Tammany Parish government in keeping Lock #3 of the Pearl River
Navigational Canal open and functioning, and she organized and executed a trip down the
river with local and state officials, including then-Congressman Bobby Jindal in an effort
to build a water park at Lock #3 that would lead to tourism and economic development for
people in the area; and
WHEREAS, in 2008, Mayor Gibson began organizing and collecting the initial funds
to hold a street fair in Sun, which has become an annual event held in May; and SR NO. 21	ENROLLED

WHEREAS, she continues to serve the people who have twice elected her, and
currently is working towards obtaining grant money to get two-inch water lines placed at
Pam and Clarence Roads; and
WHEREAS, because of her commitment to the people of the village Sun, and her
unwavering courage in her battle with cancer, Mayor Barbara Ellen Stroud Gibson has
proven to be a source of inspiration and a beacon of hope for the many people who love and
admire her.
THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
does hereby commend Barbara Ellen Stroud Gibson for her exemplary service to the people
of the village of Sun.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
Mayor Barbara Ellen Stroud Gibson.
