ACT No. 233 Regular Session, 2011 HOUSE BILL NO. 249 BY REPRESENTATIVE GUINN AN ACT1 To enact R.S. 32:127.1, relative to highway right-of-way crossings; to authorize golf carts2 to cross United States Highway 90 and Louisiana Highway 99 in the town of Welsh;3 and to provide for related matters.4 Notice of intention to introduce this Act has been published5 as provided by Article III, Section 13 of the Constitution of6 Louisiana.7 Be it enacted by the Legislature of Louisiana:8 Section 1. R.S. 32:127.1 is hereby enacted to read as follows: 9 ยง127.1. Golf cart crossings10 A. Notwithstanding any law to the contrary, upon final approval of the11 Department of Transportation and Development, golf carts are authorized to cross12 United States Highway 90 and Louisiana Highway 99 on marked or designated paths13 or crossings for such vehicles within the town limits of Welsh between sunrise and14 sunset. The department shall consult with the governing authority of the town of15 Welsh to determine which intersection or intersections of United States Highway 9016 and intersection or intersections of Louisiana Highway 99 within the town limits of17 Welsh would provide the most convenient and safest location for golf cart crossings.18 B. A valid driver's license shall be a prerequisite for operating a golf cart19 when crossing United States Highway 90 and Louisiana Highway 99 in the town of20 Welsh.21 ENROLLEDHB NO. 249 Page 2 of 2 CODING: Words in struck through type are deletions from existing law; words underscored are additions. C. Crossing signs may be posted by the Department of Transportation and1 Development at the request of the governing authority of the town of Welsh.2 D. The Department of Transportation and Development, with the3 consultation and advice of the governing authority of the town of Welsh, shall4 formulate guidelines to determine where such crossing signs shall be placed in5 accordance with the provisions of this Section.6 E.
