Prefiled pursuant to Article III, Section 2(A)(4)(b)(i) of the Constitution of Louisiana.
LICENSING:  Provides relative to licensing standards for certain clinical laboratory
personnel
AN ACT1
To amend and reenact R.S. 37:1323(A)(1) and (2) and (C)(1) and (2) and to enact R.S.2
37:1323(G), relative to licensure of certain clinical laboratory personnel; to provide3
for qualifying certification examinations; and to provide for related matters.4
Be it enacted by the Legislature of Louisiana:5
Section 1. R.S. 37:1323(A)(1) and (2) and (C)(1) and (2) are hereby amended and6
reenacted  and R.S. 37:1323(G) is hereby enacted to read as follows: 7
ยง1323.  Qualifications of clinical laboratory scientist-generalist; clinical laboratory8
scientist-specialist; clinical laboratory scientist-technician; cytotechnologist;9
laboratory assistant; and phlebotomist 10
A. Each applicant for licensure as a clinical laboratory scientist-generalist11
shall meet one of the following requirements:12
(1) Possess a baccalaureate degree from an accredited college or university,13
fulfill the educational requirements necessary to enroll in a school of medical14
technology, complete one year of full-time clinical laboratory experience, or its15
equivalent, in an approved school of medical technology, and successfully complete16
a nationally recognized certification examination identified in Subsection G of this17
Section, as or any other nationally recognized certification examination approved by18

clinical laboratory experience may be included in the curriculum for the1
baccalaureate degree or may be post-graduate.2
(2) Complete the educational, clinical, and employment experience3
requirements, if any, necessary to be eligible for and successfully complete a4
nationally recognized certification examination, all of which are approved by the5
board upon recommendation by the committee identified in Subsection G of this6
Section, or any other nationally recognized certification examination approved by7
the board upon recommendation by the committee.8

C. Each applicant for licensure as a clinical laboratory scientist-technician10
shall meet one of the following requirements:11
(1) Successfully fulfill the requirements of an accredited educational12
program for an associate degree in clinical laboratory science and successfully13
complete a nationally recognized certification examination identified in Subsection14
G of this Section, or any other nationally recognized certification examination15
approved by the board upon recommendation by the committee.16
(2) Complete the educational, clinical, and employment experience17
requirements, if any, necessary to be eligible for and successfully complete a18
nationally recognized certification examination identified in Subsection G of this19
Section, all of which are or any other nationally recognized certification examination20
approved by the board upon recommendation by the committee. 21

G. For purposes of licensure as a clinical laboratory scientist-generalist and23
a clinical laboratory scientist-technician as provided in Subsections A and C of this24
Section, certification examinations which an applicant may undertake in fulfillment25
of licensure requirements shall include but not be limited to those developed and26
administered by any of the following organizations or their successors:27
(1)  American Society of Clinical Pathologists.28

(3)  American Medical Technologists.1

Abstract: Provides relative to licensing standards for certain clinical laboratory personnel.
Present law provides for licensure requirements for clinical laboratory scientist-generalists
(CLS-G) and clinical laboratory scientist-technicians (CLS-T).
Proposed law provides that certification examinations which an applicant may undertake in
fulfillment of licensure requirements as a CLS-G or CLS-T shall include but not be limited
to those developed and administered by any of the following organizations or their
successors:
(1)American Society of Clinical Pathologists.
(2)National Certification Agency.
(3)American Medical Technologists.
(4)American Association of Bioanalysts.
(Amends R.S. 37:1323(A)(1) and (2) and (C)(1) and (2); Adds R.S. 37:1323(G))
