MOTOR VEHICLES:  Authorizes the use of split-view screens in motor vehicles
AN ACT1
To amend and reenact R.S. 32:365(A)(1), relative to equipment of motor vehicles; restricts2
the use of a motor vehicle equipped with a television screen where certain images are3
visible to the driver while the vehicle is in motion; restricts installation of a4
television screen in motor vehicles where certain images are visible to the driver5
while the vehicle is in motion; removes the requirement for a television receiver or6
screen to be located behind the driver's seat; and to provide for related matters.7
Be it enacted by the Legislature of Louisiana:8
Section 1.  R.S. 32:365(A)(1) is hereby amended and reenacted to read as follows:9

A.(1) Except as provided in this Section, no person shall drive a motor11
vehicle which is equipped with a television receiver, screen, or other means of12
visually receiving a television broadcast or a video signal that produces13
entertainment or business applications, which is located in the motor vehicle at any14
point forward of the back of the driver's seat, or which is where the moving images15
are visible to the driver while operating the motor vehicle is in motion. Additionally,16
no retailer shall install a television receiver, screen, or other means of receiving a17
visual television broadcast or video signal that produces entertainment or business18
applications, in a motor vehicle at any point forward of the back of the driver's seat19

while operating the motor vehicle is in motion. The provisions of this Paragraph1
shall also apply to "digital versatile disc" or "digital video disc" players which are2
also commonly known as DVD players.3

Abstract: Removes the restriction of having a television screen located only behind the
driver's seat of a motor vehicle.  Further restricts the visibility of a television
receiver, screen, or other means of visually receiving a television broadcast or video
from a driver while the motor vehicle is in motion.
Present law prohibits a person from driving a motor vehicle equipped with a television
receiver, screen, or other means of visually receiving a television broadcast unless it is
located behind the driver's seat, or it is not visible to the driver while operating the vehicle.
Proposed law removes the restriction, which only allows for a television receiver, screen,
or other means of visually receiving a television broadcast to be located behind the driver's
seat of a motor vehicle.
Proposed law provides that the moving images on the television receiver, screen, or other
means of visually receiving a television broadcast or video signal cannot be visible to the
driver while the vehicle is in motion.
Present law prohibits a retailer from installing a television receiver, screen, or other means
of receiving a visual television broadcast or video signal that produces entertainment or
business applications unless it is located behind the driver's seat, or it is not visible to the
driver while operating the vehicle.
Proposed law removes the restriction on the retailer for installation of a television receiver,
screen, or other means of receiving a visual television broadcast or video signal that
produces entertainment or business applications to be located behind the driver's seat.
Proposed law further prevents installation of a television receiver, screen, or other means of
receiving a visual television broadcast or video signal that produces entertainment or
business applications that is visible to the driver while the motor vehicle is in motion.
