HOUSE BILL NO. 41
BY REPRESENTATIVE DOERGE
APPROPRIATIONS/JUDGMENT:  Appropriates funds for payment of judgments in the
matter of "Lois J. Washington, et al and Betty Smith, et al v. Louisiana DOTD"
AN ACT1
To appropriate funds out of the General Fund of the state of Louisiana for Fiscal Year 2011-2
2012 to be used to pay the consent judgments in the suit entitled "Lois J.3
Washington, individually and on behalf of her minor child, Zilethia Washington4
and Betty R. Smith, individually and on behalf of her minor children, Jesse Lewis5
and Olajawon Lewis v. Louisiana Department of Transportation and Development";6
and to provide for related matters.7
Be it enacted by the Legislature of Louisiana:8
Section 1. The sum of Thirty-Three Thousand and No/100 ($33,000.00) Dollars is9
hereby appropriated out of the General Fund of the state of Louisiana for Fiscal Year 2011-10
2012, to be apportioned and paid as follows: Thirty Thousand and No/100 ($30,000.00)11
Dollars to Lois Washington, Three Thousand and No/100 ($3,000.00) Dollars to Lois12
Washington as natural tutrix for Zilethia Washington, to be used to pay the consent judgment13
in the suit entitled "Lois J. Washington, individually and on behalf of her  minor child,14
Zilethia Washington and Betty R. Smith, individually and on behalf of her minor children,15
Jesse Lewis and Olajawon Lewis v. Louisiana Department of Transportation and16
Development", bearing Number 66,034 on the docket of the Twenty-Sixth Judicial District17
Court, parish of Webster, state of Louisiana.18
Section 2. The sum of Ninety-One Thousand Six Hundred Thirty-Eight and 28/10019
($91,638.28) Dollars is hereby appropriated out of the General Fund of the state of Louisiana20

No/100 ($16,000.00) Dollars to Betty Smith, Three Thousand and No/100 ($3,000.00)1
Dollars to Betty Smith as natural tutrix for Olajawon Lewis and Seventy-Two Thousand Six2
Hundred Thirty-Eight and 28/100 ($72,638.28) Dollars to Betty Smith as natural tutrix for3
Jesse Lewis, to be used to pay the consent judgment in the suit entitled "Lois J. Washington,4
individually and on behalf of her  minor child, Zilethia Washington and Betty R. Smith,5
individually and on behalf of her minor children, Jesse Lewis and Olajawon Lewis v.6
Louisiana Department of Transportation and Development", bearing Number 66,034 on the7
docket of the Twenty-Sixth Judicial District Court, parish of Webster, state of Louisiana.8
Section 3. This Act shall become effective on July 1, 2011; if vetoed by the governor9
and subsequently approved by the legislature, this Act shall become effective on July 1,10
2011, or on the day following such approval by the legislature, whichever is later. 11
