PROCUREMENT:  Provides for minimum goals for the La. Initiative for Small
Entrepreneurships (the Hudson Initiative) and the Veteran Initiative
AN ACT1
To amend and reenact R.S. 39:2004 and 2174, relative to procurement and public contracts;2
to provide for minimum goals for small entrepreneurship participation in state3
procurement and public contracts; to provide minimum goals for veteran and service-4
connected disabled veteran-owned small entrepreneurship participation in state5
procurement and public contracts; and to provide for related matters.6
Be it enacted by the Legislature of Louisiana:7
Section 1. R.S. 39:2004 and 2174 are hereby amended and reenacted to read as8
follows: 9
§2004.  State goals for procurements and public contracts10
The commissioner of administration shall establish annual goals for small11
entrepreneurship participation in state procurements and public contracts. The12
commissioner shall determine the appropriate level and number of goals for each13
year. The formulation of each goal shall be based on historical procurement and14
public contracting data and any other factors which the commissioner deems useful.15
As part of development of goals, the commissioner may consider the capacity of16
small entrepreneurships available to participate in meeting goals, which may be17
determined based on past experience, available small entrepreneurship certifications,18
and recognized industry composition. The commissioner shall provide guidance to19

contract activity to be used in the development of a goal.  The minimum goal1
established shall be twenty-five percent of the total value of state procurements and2
contracts. Agencies shall report any data required by the commissioner in this regard3
in accordance with a schedule established by the commissioner.4

§2174.  State goals for procurements and public contracts6

and service-connected disabled veteran-owned small entrepreneurship participation8
in state procurements and public contracts.  The commissioner shall determine the9

Present law establishes the La. Initiative for Small Entrepreneurships (the Hudson Initiative).
Provides that the commissioner of administration shall establish annual goals for small
entrepreneurship participation in state procurements and public contracts.
Proposed law specifies that the minimum goal established shall be 25% of the total value of
state procurements and contracts.
Present law establishes the La. Initiative for Veteran and Service-Connected Disabled
Veteran-Owned Small Enterpreneurships (the Veteran Initiative). Provides that the
commissioner of administration shall establish annual goals for veteran and service-
connected disabled veteran-owned small entrepreneurship participation in state procurements
and public contracts. 
Proposed law specifies that the minimum goal established shall be 10% of the total value of
state procurements and contracts.
