REAPPORTIONMENT/BESE: Provides relative to the election districts for the election of members to the State Board of Elementary and Secondary Education AN ACT1 To enact R.S. 17:2.1 and to repeal R.S. 17:2.2, relative to redistricting; to provide for2 election districts for the State Board of Elementary and Secondary Education; to3 provide for election of members; to provide for effectiveness; and to provide for4 related matters.5 Be it enacted by the Legislature of Louisiana:6 Section 1. R.S. 17:2.1 is hereby enacted to read as follows:7 ยง2.1. (A) The precincts referenced in this Act are those precincts identified as3 Voting Districts (VTDs) in the 2010 Census Redistricting TIGER/Line Shapefiles for the4 State of Louisiana.5 (B) When a precinct referenced in this Act has been subdivided by action of the6 parish governing authority on a nongeographic basis or subdivided by action of the parish7 g overning authority on a geographic basis in accordance with the provisions of R.S.8 18:532.1, the enumeration in this Act of the general precinct designation shall include all9 nongeographic and all geographic subdivisions thereof, however such subdivisions may be10 designated. The territorial limits of the districts as provided in this Act shall continue in11 effect without change regardless of any changes made to the precincts by the parish12 governing authority.13 Section 3. R.S. 17:2.2 is hereby repealed in its entirety.14 Section 4.(A) Section 1 of this Act shall become effective solely for the purposes of15 qualifying and election of members of the State Board of Elementary and Secondary16 Education at the regularly scheduled elections in 20 11, upon signature of this Act by the17 governor or, if not signed by the governor, upon expiration of the time for bills to become18 law without signature by the governor, as provided in Article III, Section 18 of the19 Constitution of Louisiana. If this Act is vetoed by the governor and subsequently approved20 by the legislature, Section 1 of this Act shall become effective for such purposes on the day21 following such approval. The provisions of Section 1 of this Act shall be effective for all22 other purposes at noon on January 9, 2012.23 (B) Section 3 of this Act shall become effective at noon on January 9, 2012.24 (C) The provisions of this Section and Section 2 of this Act shall become effective25 upon signature of this Act by the governor or, if not signed by the governor, upon expiration26 of the time for bills to become law without signature by the governor, as provided in Article27 III, Section 18 of the Constitution of Louisiana.
