REAPPORTIONMENT/BESE: Provides relative to the election districts for the State Board of Elementary and Secondary Education AN ACT1 To enact R.S. 17:2.1 and to repeal R.S. 17:2.2, relative to redistricting; to provide for2 election districts for the State Board of Elementary and Secondary Education; to3 provide for election of members; to provide for effectiveness; and to provide for4 related matters.5 Be it enacted by the Legislature of Louisiana:6 Section 1. R.S. 17:2.1 is hereby enacted to read as follows: 7 ยง2.1. Districts for election of members of the State Board of Elementary and 8 Secondary Education9 Louisiana shall be divided into eight districts for the election of eight of the 10 members of the State Board of Elementary and Secondary Education. (A) The precincts referenced in this Act are those precincts identified as14 Voting Districts (VTDs) in the 2010 Census Redistricting TIGER/Line Shapefiles for the15 State of Louisiana.16 (B) When a precinct referenced in this Act has been subdivided by action of the17 parish governing authority on a nongeographic basis or subdivided by action of the parish18 governing authority on a geographic basis in accordance with the provisions of R.S.18:532.1,19 the enumeration in this Act of the general precinct designation shall include all20 nongeographic and all geographic subdivisions thereof, however such subdivisions may be21 designated. The territorial limits of the districts as provided in this Act shall continue in22 effect without change regardless of any changes made to the precincts by the parish23 governing authority.24 Section 3. R.S. 17:2.2 is hereby repealed in its entirety.25 Section 4. (A) Section 1 of this Act shall become effective solely for the purposes26 of qualifying and election of members of the State Board of Elementary and Secondary27 Education at the regularly scheduled elections in 2011, upon signature of this Act by the28 governor or, if not signed by the governor, upon expiration of the time for bills to become29 HLS 11RS-964 ENGROSSED HB NO. 519 Page 6 of 7 CODING: Words in struck through type are deletions from existing law; words underscored are additions. law without signature by the governor, as provided in Article III, Section 18 of the1 Constitution of Louisiana. If this Act is vetoed by the governor and subsequently approved2 by the legislature, Section 1 of this Act shall become effective for such purposes on the day3 following such approval. The provisions of Section 1 of this Act shall be effective for all4 other purposes at noon on January 9, 2012.5 (B) Section 3 of this Act shall become effective at noon on January 9, 2012.6 (C) The provisions of this Section and Section 2 of this Act shall become effective7 upon signature of this Act by the governor or, if not signed by the governor, upon expiration8 of the time for bills to become law without signature by the governor, as provided in Article9 III, Section 18 of the Constitution of Louisiana.
