JUDGES:  Provides relative to vacancies in the Twenty-Fourth Judicial District Court
AN ACT1
To amend and reenact R.S. 13:477(introductory paragraph) and (24) and 621.24, relative to2
judicial district; to provide for the composition of the Twenty-Fourth Judicial3
District; to provide with respect to judges; to provide for certain elections and4
judicial vacancies in the Twenty-Fourth Judicial District Court; and to provide for5
related matters.6
Be it enacted by the Legislature of Louisiana:7
Section 1. R.S. 13:477(introductory paragraph) and (24) are hereby amended and8
reenacted to read as follows: 9
§477.  Judicial districts10
There shall be forty forty-one judicial districts in the state and each district11
shall be composed as follows:12

(24) The parish of Jefferson shall compose the Twenty-Fourth District.14
Pursuant to the consent decree in the matter entitled "Janice Clark, et al v. Charles15
Roemer, et al," No. 86-435-A, United States District Court, Middle District of16
Louisiana, the Twenty-Fourth District shall consist of seven election sections.17
Election section one shall consist of Divisions G and O. Election section two shall18
consist of Divisions A, D, F, and N. Election section three shall consist of Divisions19

five shall be a minority section and shall consist of Divisions C and P.  Election1
section six shall consist of Divisions J and M.  Election section seven shall consist2
of Divisions B and E.3

Section 2.  R.S. 13:477(24) is hereby amended and reenacted to read as follows: 5
§477.  Judicial districts6
There shall be forty-two judicial districts in the state, and each district shall7

Section 3.  R.S. 13:621.24 is hereby amended and reenacted to read as follows: 20
§621.24.  Twenty-Fourth Judicial District 21
A. The Twenty-Fourth Judicial District shall have sixteen judges.22
B. The next vacancy in a judgeship which occurs after January 1, 2012, other23
than a vacancy in either Division C or Division P, shall be filled by election from24
election section five. Thereafter, the remaining judgeships shall continue to be filled25
from the remaining election sections.26
Section 4. The provisions of Section 1 of this Act shall become effective on August27
15, 2011, the provisions of Section 2 of this Act shall become effective on December 31,28
2014, and the provisions of Section 3 of this Act shall become effective on January 1, 2012.29 HLS 11RS-956	ORIGINAL

decree in the matter of "Janice Clark, et al v. Charles Roemer, et al," No. 86-435-A, U.S.
District Court, Middle District of La.
Proposed law provides that the next judgeship vacancy in a division in the 24
th
 JDC, except
for Divisions C or P, occurring after Jan. 1, 2012 shall be filled by election from election
section five.
