AN ACT1 To amend and reenact R.S. 17:3217.1(C)(1), the heading of Chapter 41 of Title 17 of the2 Louisiana Revised Statutes of 1950, and 3951(A), (B), and (C), and R.S.3 36:651(G)(2), relative to secondary education; to provide relative to the name of the4 High School Redesign Commission; to provide relative to the membership of the5 commission and vacancies on the commission; to provide relative to high school6 redesign with respect to vocational and technical education; and to provide for7 related matters.8 Be it enacted by the Legislature of Louisiana:9 Section 1. R.S. 17:3217.1(C)(1), the heading of Chapter 41 of Title 17 of the10 Louisiana Revised Statutes of 1950, and 3951(A), (B), and (C) are hereby amended and11 reenacted to read as follows: 12 §3217.1. Louisiana Community and Technical College System13 * * *14 C.(1) In recognition of the critical importance and value of vocational and15 technical education in the implementation of initiatives, including high school16 redesign, college and career readiness, workforce development, adult learning, and17 workforce competitiveness, that are necessary to the fulfillment of the constitutional18 goal of providing learning environments, at all stages of human development, that19 are designed to promote excellence in order that every individual may develop to his20 full potential, to comply with the provisions of Article VIII, Section 7.1(A) of the21 Constitution of Louisiana, and in recognition of the critical importance and high22 ENROLLEDHB NO. 79 Page 2 of 5 CODING: Words in struck through type are deletions from existing law; words underscored are additions. value the services emanating from such initiatives have for the citizens of this state,1 this Subsection provides for and requires the thoughtful, but timely, reorganization2 of vocational and technical education services within the Louisiana Community and3 Technical College System.4 * * *5 CHAPTER 41. HIGH SCHOOL REDESIGN6 COLLEGE AND CAREER READINESS COMMISSION7 §3951. High School Redesign College and Career Readiness Commission; creation;8 purpose; duties and responsibilities; membership; vacancies; compensation;9 reporting10 A. There is hereby created the High School Redesign College and Career11 Readiness Commission, referred to in this Chapter as the "commission" for the12 purpose of making recommendations for the development of statewide policies,13 guiding principles, and programs that address the current and future economic needs14 of the state and promoting student success in high school and in life beyond15 secondary education.16 B. The membership of the commission shall be as follows:17 (1) The governor or her his designee.18 (2) The state superintendent of education or his designee.19 (3) Four members of the State Board of Elementary and Secondary20 Education, to be appointed by the president of the board.21 (4) The commissioner of higher education or his designee.22 (5) The chairman of the Board of Regents or his designee.23 (6) The chairman of the House Committee on Education or his designee.24 (7) The chairman of the Senate Committee on Education or his designee.25 (8) The president of the Louisiana Community and Technical College26 System or his designee.27 (9) The president of the University of Louisiana System or her his designee.28 (10) The deputy secretary of youth services the office of juvenile justice or29 his designee.30 ENROLLEDHB NO. 79 Page 3 of 5 CODING: Words in struck through type are deletions from existing law; words underscored are additions. (18) Four Two representatives from business, civic, labor, or community1 organizations, to be appointed by the governor.2 (19) A recent Louisiana public high school graduate current high school3 senior, to be appointed by the governor.4 (20) A dean of a college of education of a Louisiana public college or5 university, to be appointed by the commission commissioner of higher education.6 (21) A representative of the Louisiana Nonpublic School Commission7 selected by the Louisiana Nonpublic School Commission.8 C.(1) Members of the commission shall serve at the pleasure of the9 appointing authority. Vacancies shall be filled in the manner of the original10 appointment.11 (2) A member shall be removed from the commission and his seat declared12 vacant if any of the following apply:13 (a) The member is no longer a legal resident of the state.14 (b) The member fails to remain active in the organization he was appointed15 to represent or is no longer employed by the agency he was appointed to represent.16 (c) The member is absent from two consecutive meetings of the commission,17 unless such absences are excused by the chairman.18 * * *19 Section 2. R.S. 36:651(G)(2) is hereby amended and reenacted to read as follows:20 §651.
