ENROLLED Page 1 of 2 Regular Session, 2011 HOUSE CONCURRENT RESOLUTI ON NO. 20 BY REPRESENTATIVE GARY SMITH A CONCURRENT RESOLUTI ON To commend Clyde "Rock" Gisclair for his many years of service as St. Charles Parish Assessor. WHEREAS, it is appropriate to commend and celebrate Clyde "Rock" Gisclair for his outstanding accomplishments; and WHEREAS, Clyde Gisclair is retiring as the St. Charles Parish Assessor, a position in which he has served with great dedication and effectiveness since 1972; and WHEREAS, Mr. Gisclair graduated from Hahnville High School in 1953; he signed a baseball contract with the Brooklyn Dodgers six days after graduation from high school and played professionally for four years; he received a bachelor of arts degree in 1967 and a master's degree in education in 1969 from Nicholls State University; and WHEREAS, in 1956, Mr. Gisclair was drafted into the United States Army, and he served with valor for nineteen months with DMZ Police in Korea; he became a barber in 1958 and worked with his father, Claudet Gisclair; and WHEREAS, Mr. Gisclair became principal and ex-officio to the board of directors of Riverside Academy in 1970, and he also taught English and history at Hahnville High School; and WHEREAS, Mr. Gisclair assumed the duties of Assessor of St. Charles Parish on July 2, 1972; at the end of the present term on December 31, 2012, he will have served in this vital position for forty years of highly effective and productive service; and WHEREAS, Mr. Gisclair is a member of the Louisiana Assessor's Association, the International Association of Assessing Officers, the Association of Governmental Accountants, the National Association of Master Appraisers, the College of Real Estate Appraisers, the International Real Estate Institute, and the Environmental Assessment Association, and he is a certified Louisiana assessor; and ENROLLEDHCR NO. 20 Page 2 of 2 WHEREAS, Mr. Gisclair is a lifelong resident of Luling, Louisiana, is married to the former Sylvia Keller, and is a devoted father and grandfather; and WHEREAS, Mr. Gisclair is one of the finest public servants in Louisiana, and his distinguished service has forever changed his community for the better; and WHEREAS, as he brings this chapter of his professional life to a close, Clyde "Rock" Gisclair will remain an inspiration for the singular contributions he has made in his remarkable career of public service, and he merits the highest commendation and most sincere congratulations for his extraordinary service and for the tremendous pride, honor, and joy that he brings to all who know and love him. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby commend Clyde "Rock" Gisclair upon his many significant achievements, does hereby recognize and record for posterity the deep and abiding appreciation of his fellow citizens for his remarkable term of service as St. Charles Assessor and for his friendship, and does hereby extend to him best wishes for success and happiness in all of his future endeavors.
