HLS 11RS-3011 ORIGINAL Page 1 of 2 Regular Session, 2011 HOUSE STUDY REQUEST NO. 6 BY REPRESENTATIVE MONICA COMMITTEE STUDIES: Requests the House Committee on House and Governmental Affairs to study Louisiana's role in the election of the president of the U.S. A STUDY REQUEST1 To the House Committee on House and Governmental Affairs to study Louisiana's role in2 the election of the president of the United States and to report its findings to the3 House of Representatives prior to the convening of the 2012 Regular Session of the4 Legislature of Louisiana.5 WHEREAS, states are divided into "battleground" and "flyover" states during the6 general election of the president of the United States based on whether a state is competitive7 amongst the candidates (battleground) or not competitive (flyover); and8 WHEREAS, this phenomenon is partially a result of the "winner-take-all" laws for9 appointing presidential electors, currently in place in forty-eight states, whereby the winner10 of the most votes in the state effectively receives all of the electoral votes from that state;11 and12 WHEREAS, Louisiana has been a flyover state for over a decade, making its votes13 effectively count less than votes in other states and resulting in a de minimis amount of time14 and money spent by presidential candidates in the state; and15 WHEREAS, Louisiana is again projected to be a flyover state for the 201216 presidential election.17 THEREFORE, the House of Representatives of the Legislature of Louisiana requests18 the House Committee on House and Governmental Affairs to study Louisiana's role in the19 election of the president of the United States and to report its findings to the House of20 HLS 11RS-3011 ORIGINAL HSR NO. 6 Page 2 of 2 Representatives prior to the convening of the 2012 Regular Session of the Legislature of1 Louisiana.2 DIGEST The digest printed below was prepared by House Legislative Services.
