Provides relative to an annual report regarding the condition of public elementary and secondary education. (8/15/11) AN ACT1 To amend and reenact R.S. 17:22(7), relative to elementary and secondary education; to2 provide with respect to the condition, progress, and needs of public elementary and3 secondary schools; to provide with respect to the annual report the superintendent is4 required to submit to specified entities; to provide for a submission date for such5 report; and to provide for related matters.6 Be it enacted by the Legislature of Louisiana:7 Section 1. R.S. 17:22(7) is hereby amended and reenacted to read as follows: 8 ยง22. Superintendent; functions and duties 9 The superintendent shall: 10 * * *11 (7)(a) Make an annual report to the board, the governor, and the legislature12 on the condition of, the progress made, and the improvements needed in the public13 elementary and secondary schools . The report shall contain the following:14 (a) a (i) A complete financial report on the receipts and expenditures of the15 department and of the various schools; .16 (b) data (ii) Data concerning faculty, enrollment, graduates, courses of17 SB NO. 111 SLS 11RS-273 ENGROSSED Page 2 of 3 Coding: Words which are struck through are deletions from existing law; words in boldface type and underscored are additions. study, and any other information required to show the condition, progress, and needs1 of these schools; and .2 (c) an (iii) An abstract of the reports of the parish city, parish, and other3 local public school superintendents to the state superintendent, as well as all other4 facts and statistics that are of interest to the public schools, and .5 (d) such (iv) Such other information as is necessary to effectuate the6 purposes of this Paragraph.7 (b) He The superintendent shall cause a sufficient number of copies of this8 report to be printed for distribution to the members of the board, the governor, the9 members of the legislature, state officials, parish city, parish, and other local10 public school boards, libraries, and the superintendents of schools of other states and11 territories.12 (c) Such report shall be submitted to the board, the governor, and the13 legislature not later than March fifteenth of each year.14 * * *15 The original instrument and the following digest, which constitutes no part of the legislative instrument, were prepared by Jeanne C. DIGEST Nevers (SB 111) Present law requires the state superintendent of education to make an annual report to the board, the governor, and the legislature on the condition of, the progress made, and the improvements needed in the public elementary and secondary schools. Provides that such report shall contain: 1.A complete financial report on the receipts and expenditures of the department and of the various schools. 2.Data concerning faculty, enrollment, graduates, courses of study, and any other information required to show the condition, progress and needs of these schools. 3. An abstract of the reports of the parish superintendents to the state superintendent, as well as all other facts and statistics that are of interest to the public schools. 4. Such other information as is necessary to effectuate the purposes of present law. Proposed law retains present law. Proposed law retains present law but changes the term "parish" as it relates to school boards and superintendents to the more inclusive term "city, parish, and other local public". Proposed law provides that the report required of the state superintendent shall be submitted to the specified recipients not later than March 15 th of each year. Effective August 15, 2011.
