Prefiled pursuant to Article III, Section 2(A)(4)(b)(i) of the Constitution of Louisiana.
AN ACT1
To amend and reenact R.S. 17:22(7) and to enact R.S. 42:1124.2(A)(5), relative to2
elementary and secondary education; to provide with respect to the condition,3
progress, and needs of public elementary and secondary schools; to provide with4
respect to the annual report the superintendent is required to submit to specified5
entities; to provide for a submission date for such report; to provide relative to the6
Recovery School District; to provide that the superintendent of the Recovery School7
District shall be subject to certain financial disclosure requirements; and to provide8
for related matters.9
Be it enacted by the Legislature of Louisiana:10
Section 1.  R.S. 17:22(7) is hereby amended and reenacted to read as follows: 11
§22.  Superintendent; functions and duties 12
The superintendent shall: 13

(7)(a) Make an annual report to the board, the governor, and the legislature15
on the condition of, the progress made, and the improvements needed in the public16
elementary and secondary schools	. The report shall contain the following:17
 (a) a (i) A complete financial report on the receipts and expenditures of the18
department and of the various schools; .19
(b) data (ii) Data concerning faculty, enrollment, graduates, courses of20
study, and any other information required to show the condition, progress, and needs21
of these schools; and.22
(c) an (iii) An abstract of the reports of the parish city, parish, and other23
local public school superintendents to the state superintendent, as well as all other24
facts and statistics that are of interest to the public schools, and.25

(d) such (iv) Such other information as is necessary to effectuate the1
purposes of this Paragraph.2
(b)  He The superintendent shall cause a sufficient number of copies of this3
report to be printed for distribution to the members of the board, the governor, the4
members of the legislature, state officials, parish city, parish, and other local5
public school boards, libraries, and the superintendents of schools of other states and6
territories.7
(c) Such report shall be submitted to the board, the governor, and the8
legislature not later than March fifteenth of each year.9

Section 2.  R.S. 42:1124.2(A)(5) is hereby enacted to read as follows:11
§1124.2. Financial disclosure; certain elected officials; members of certain boards12
and commissions; ethics administrator13
A. Each of the following, except a person who is required to file a financial14
statement pursuant to R.S. 42:1124, shall annually file a financial statement as15
provided in this Section:16

(5)  The superintendent of the Recovery School District.18
