PUBLIC LANDS.  Authorizes the transfer of certain state property.  (gov sig)
AN ACT1
To authorize and provide for the transfer of certain state property; to provide for the2
acceptance of certain property by the Department of Wildlife and Fisheries or the3
Louisiana Wildlife and Fisheries Commission; to provide for the property4
descriptions; to provide for reservation of mineral rights; to provide terms and5
conditions; and to provide for related matters.6
Be it enacted by the Legislature of Louisiana:7
Section 1. The secretary of the Department of Wildlife and Fisheries or the8
Louisiana Wildlife and Fisheries Commission, notwithstanding any other provision of9
law to the contrary, is hereby authorized and empowered to convey, transfer, assign,10
and deliver any interest, excluding mineral rights, the state may have to the following11
described parcel of property to Avahoula Resources, LLC:12
A certain tract of land identified as being the dried beds of Larto Lake13
in Sections 13 and 24, Township 4 North, Range 5 East, containing14
approximately 55.33 acres, more or less, Catahoula Parish.15
Section 2. In exchange for the above described property in Section 1, the16
secretary of the Department of Wildlife and Fisheries or the Louisiana Wildlife and17 SB NO. 127

Fisheries Commission, notwithstanding any other provision of law to the contrary, is1
hereby authorized and empowered to accept delivery of title to all or any portion of the2
following described parcel of property, excluding mineral rights, from Avahoula3
Resources, LLC:4
A certain tract of land of equal or greater value situated above the5
ordinary high water mark of Lake Larto as it existed in 1812, located in6
Sections 13, 24, Township 4 North, Range 5 East, and Sections 18, 19, Township7
4 North, Range 6 East, Catahoula Parish.8
Section 3. The secretary of the Department of Wildlife and Fisheries or the9
Louisiana Wildlife and Fisheries Commission, on behalf of the state of Louisiana, is10
hereby authorized to enter into such agreements, covenants, conditions, and11
stipulations and to execute such documents as necessary to properly effectuate any12
conveyance, transfer, assignment, acceptance or delivery of title, excluding mineral13
rights, to the properties described in Sections 1 and 2, and as more specifically14
described in any such agreements entered into and documents executed by and between15
the secretary of the Department of Wildlife and Fisheries, the Louisiana Wildlife and16
Fisheries Commission, and Avahoula Resources, LLC, in exchange of consideration17
proportionate to the appraised value of the properties.18
Section 4. This Act shall become effective upon signature by the governor or, if not19
signed by the governor, upon expiration of the time for bills to become law without signature20
by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If21
vetoed by the governor and subsequently approved by the legislature, this Act shall become22
effective on the day following such approval.23
