AN ACT1
To enact R.S. 33:2589.1, relative to the city of Shreveport; to provide for the creation of the2
position of chief of fire support staff; to provide for the appointment, powers,3
qualifications, and responsibilities of such position; and to provide for related4
matters.5
Notice of intention to introduce this Act has been published.6
Be it enacted by the Legislature of Louisiana:7
Section 1.  R.S. 33:2589.1 is hereby enacted to read as follows: 8
ยง2589.1.  Shreveport chief of fire support staff; competitive appointment9
A. Notwithstanding any other provision of law to the contrary, the10
governing authority in the city of Shreveport may create, by ordinance, the11
position of chief of fire support staff in accordance with the provisions of this12
Section. The position shall be filled on a competitive basis from a list of eligible13
persons as provided for under R.S. 33:2491, and the right of selection,14
appointment, supervision, and discharge for such position shall be vested in the15
fire chief, subject to approval of the appointing authority. In addition, the16
governing authority shall establish the duties and responsibilities of the chief of17
fire support staff in the ordinance creating the position. Such duties and18
responsibilities may include direct supervision over all support staff positions19
in the classified service below and including the rank of chief of training, chief20
of EMS, chief of communications, chief of fire prevention, and chief of21
maintenance as well as any other future support staff as assigned by the fire22
chief.23
B.(1) The chief of fire support staff shall have not less than ten years of24
full time fire service experience and shall at least hold the rank in the classified25
fire service of training officer, EMS officer, fire communications officer, fire26
prevention officer, emergency vehicle technician, chief of fire safety,27

administrative assistant to the fire chief, or aviation task force coordinator at1
the time of his appointment.2
(2) Any person who holds the position of chief of fire support staff may,3
while holding such position, apply for admission to the promotional4
examination for the class next higher than that which he held at the time of his5
appointment. However, the name and score of any chief of fire support staff6
shall not be certified to the appointing authority by the civil service board as7
eligible for appointment to a position of the promotional class.  His name and8
score shall be eligible for certification, in accordance with the maximum period9
for which a name may remain on the eligibility list in accordance with the10
provisions of this Chapter, only upon demotion to a position of the class he held11
at the time of his appointment as chief of fire support staff.12
(3) Eligibility for admission to the competitive test for chief of fire13
support staff shall be limited to members of the same department as the fire14
chief at the time of appointment.15
C.(1) Any person who is appointed from a position in the classified fire16
service to serve as chief of fire support staff shall not forfeit seniority17
accumulated to the date of the appointment, and shall continue to accumulate18
seniority in accordance with the provisions of this Chapter during the time he19
holds the position of chief of fire support staff.20
(2) If a chief of fire support staff is subjected to corrective or21
disciplinary action, he shall have the same rights as any other employee in the22
municipal fire and police civil service.23
