SENATE CONCURRENT RESOLUTI ON NO. 30
BY SENATOR LONG 
A CONCURRENT RESOLUTI ON
To commend Joshua Phillips and Emma Norton on winning the 2010-2011 Louisiana High
School Speech League Tournament of Champions in the Policy Debate category.
WHEREAS, the Louisiana High School Speech League promotes and provides
speech and debate education in secondary schools across Louisiana; and
WHEREAS, the league sanctions speech and debate tournaments throughout the
school year; and
WHEREAS, it also conducts a State Tournament of Champions each year, hosting
students from member schools who qualify by placing in the top three or four at a sanctioned
tournament; and
WHEREAS, Joshua Phillips and Emma Norton are seniors at Ruston High School
in Lincoln Parish; and
WHEREAS, they took the top ranking in the Policy Debate category of the state
tournament and finished the season with an impressive thirty-three wins and one loss; and
WHEREAS, Josh and Emma will attend the national competition in June; and
WHEREAS, their first place finish in the state tournament merits a sincere and
heartfelt measure of commendation for the tremendous honor and pride they bring to their
families, friends, community, Ruston High School, Lincoln Parish, and the state of
Louisiana.
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
commend and congratulate Joshua Phillips and Emma Norton on winning the 2010-2011
Louisiana High School Speech League Tournament of Champions in the Policy Debate

BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
Joshua Phillips and Emma Norton.
