SENATE CONCURRENT RESOLUTI ON NO. 4

BESE. Requests BESE to establish uniform regulations regarding the purchase of used
school buses for all school bus owners/operators.
A CONCURRENT RESOLUTI ON1
To urge and request the State Board of Elementary and Secondary Education to revise2
Section 2509 of Bulletin 119 - Louisiana School Transportation Specifications and3
Procedures - to establish uniform requirements relative to the purchase of used4
school buses for all school bus owners/operators.5
WHEREAS, Section 2509 of Bulletin 119 establishes different requirements for6
tenured and non-tenured school bus owners/operators for the purchase of used school buses;7
and8
WHEREAS, currently, a tenured school bus owner/operator may buy a bus that is9
ten or less model years old, but a non-tenured owner/operator may only purchase a bus that10
is five or less model years old; and11
WHEREAS, prior to recent revisions of Bulletin 119, this inequity between the12
requirements for tenured and non-tenured school bus owners/operators did not exist and13
there is no documented need for this disparity; and14
WHEREAS, the current shortage of high quality, late-model used school buses puts15
non-tenured school bus owners/operators at an even greater disadvantage; and16
WHEREAS, the safety of our children should be the primary criteria governing the17
purchase of school buses and the same standards should apply to all, regardless of18 SCR NO. 4

employment status.1
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby2
urge and request the State Board of Elementary and Secondary Education to revise Section3
2509 of Bulletin 119 - Louisiana School Transportation Specifications and Procedures - to4
establish uniform requirements relative to the purchase of used school buses for all school5
bus owners/operators.6
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the7
State Board of Elementary and Secondary Education and the state superintendent of8
education.9
