SENATE CONCURRENT RESOLUTI ON NO. 67

A CONCURRENT RESOLUTI ON
To urge and request the Department of Health and Hospitals to study possible methods
which would increase the provision of graduate medical education in central
Louisiana by designating certain hospitals which enter into public/private
partnerships with Huey P. Long Medical Center as major teaching hospitals for
purposes of Medicaid reimbursement.
WHEREAS, the state of Louisiana and in particular parishes in central Louisiana are
consistently defined as health professional shortage areas; and
WHEREAS, increasing the provision of graduate medical education will lead to an
increase in the number of primary care and other health care providers in the state; and
WHEREAS, in order to remove this designation, it is imperative that the state
explore and utilize every opportunity to maximize the provision of graduate medical
education; and
WHEREAS, one possibility to achieve this goal is to designate certain hospitals
which enter into public/private partnerships with Huey P. Long Medical Center as major
teaching hospitals for purposes of Medicaid reimbursement; and
WHEREAS, such partnerships and the designation as major teaching hospital, would
result in an increase in primary and specialty care for Louisiana citizens, and the potential
for increased utilization in graduate medical education slots; and
WHEREAS, it is in the best interest of the state that the Department of Health and
Hospitals study possible methods which would increase the provision of graduate medical
education in central Louisiana.
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
urge and request the Department of Health and Hospitals to study possible methods which
would increase the provision of graduate medical education in central Louisiana by
designating certain hospitals which enter into public/private partnerships with Huey P. Long
Medical Center as major teaching hospitals for purposes of Medicaid reimbursement.
BE IT FURTHER RESOLVED that the Department of Health and Hospitals shall SCR NO. 67	ENROLLED
Page 2 of 2
submit a written report of its findings and conclusions to the Senate Committee on Health
and Welfare and the House Committee on Health and Welfare no later than February 1,
2012.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
secretary of the Department of Health and Hospitals.
