SENATE CONCURRENT RESOLUTI ON NO. 70
BY SENATORS GAUTREAUX, PETERSON, JACKSON AND MURRAY
ADMINISTRATION DIVISION. Directs the division of administration to immediately
release to members of the legislature any report generated by Chaffe and Associates, Inc.,
relative to the financial analysis and possible privatization of the Office of Group Benefits.
A CONCURRENT RESOLUTI ON1
To direct the division of administration to immediately release to the members of the2
Louisiana Legislature any report generated by Chaffe and Associates, Inc., relative3
to the financial analysis and possible privatization of the Office of Group Benefits4
(OGB) including the report which was received by the division of administration on5
or about May 25, 2011.6
WHEREAS, the division of administration, through OGB, contracted with Chaffe7
and Associates, Inc., to do an analysis of the market value of the book of business and8
services provided by OGB and the possible sale or privatization of OGB; and9
WHEREAS, there have been various public requests made by legislative staff and10
members of the legislature of the division of administration to release any report generated11
by Chaffe and Associates, Inc.; and12
WHEREAS, during confirmation hearings in the Committee on Senate and13
Governmental Affairs on May 31, 2011, when asked by members of the committee to release14
the report issued by Chaffe and Associates, Inc., Commissioner of Administration Paul15
Rainwater stated, "I'll talk to my staff and she can have it. I have no problem with that."; and16
WHEREAS, Commissioner of Administration Paul Rainwater was referencing17
Senator Karen Carter Peterson when he stated "she can have it" but to date neither Senator18 SCR NO. 70

Peterson nor any other member of the legislature has been provided a copy of the report.1
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby2
direct the division of administration to immediately release to the members of the3
Legislature of Louisiana any report issued by Chaffe and Associates, Inc., relative to the4
financial analysis and possible privatization of the OGB. 5
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to6
Governor Bobby Jindal and Commissioner of Administration Paul Rainwater.7
