Page 1 of 1 Regular Session, 2011 ENROLLED SENATE RESOLUTION NO. 118 BY SENATOR MCPHERSON A RESOLUTION To urge and request the Senate Committee on Senate and Governmental Affairs to hold hearings regarding Louisiana's role in the election of the President of the United States. WHEREAS, states are divided into "battleground" and "flyover" states during the general election of the President of the United States based on whether a state is competitive amongst the candidates (battleground) or not competitive (flyover); and WHEREAS, this phenomenon is partially a result of the "winner-take-all" laws for appointing presidential electors that are currently in place in forty-eight states, whereby the winner of the most votes in the state effectively receives all of the electoral votes from that state; and WHEREAS, Louisiana has been a flyover state for over a decade, making its votes effectively count less than votes in other states and resulting in a negligible amount of time and money being spent by presidential candidates in the state; and WHEREAS, Louisiana is again projected to be a flyover state for the 2012 presidential election. THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana does hereby urge and request the Senate Committee on Senate and Governmental Affairs to hold hearings regarding Louisiana's role in the election of the President of the United States, and this issue's impact on the voters of Louisiana and the influence of the state before, during, and after presidential elections.
