SENATE RESOLUTION NO. 140
BY SENATOR MILLS 
CHILDREN/FAMILY SERVICES DEPT.  Requests the Department of Children and Family
Services to study the feasibility of implementing a cash reward program whereby the
department would provide a monetary reward to an individual who provides information to
the department which leads to the successful conviction of a person who has committed
fraud or abuse of the Supplemental Nutrition Assistance Program.
A RESOLUTION1
To urge and request the secretary of the Department of Children and Family Services to2
study the feasibility of implementing a cash reward program whereby the department3
would provide a monetary reward to an individual who provides information to the4
department which leads to the successful conviction of a person who has committed5
fraud or abuse of the Supplemental Nutrition Assistance Program.6
WHEREAS, acts of fraud and abuse committed by recipients of the Supplemental7
Nutrition Assistance Program have been noted to exist; and8
WHEREAS, the commission of fraud and abuse among Supplemental Nutrition9
Assistance Program recipients is detrimental to the state of Louisiana and its people, as it10
reduces the resources available for those law abiding citizens who may be eligible for such11
assistance and creates a financial hardship on the Department of Children and Family12
Services and the state of Louisiana to investigate, prosecute, and collect on cases of abuse13
and fraud within the Supplemental Nutrition Assistance Program; and14
WHEREAS, the implementation of a monetary reward program would assist the15
Department of Children and Family Services in identifying those individuals who commit16
fraud and abuse within the Supplemental Nutrition Assistance Program.17
THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana18 SR NO. 140

does hereby urge and request the secretary of the Department of Children and Family1
Services to study the feasibility of developing and implementing a monetary award program2
to promote the reporting and prevention of abuse and fraud within the Supplemental3
Nutrition Assistance Program in the state and to report the findings to the Senate Health and4
Welfare Committee prior to the convening of the 2012 Regular Session of the Legislature.5
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the6
secretary of the Department of Children and Family Services.7
