Page 1 of 1 Regular Session, 2011 ENROLLED SENATE RESOLUTION NO. 140 BY SENATOR MILLS A RESOLUTION To urge and request the secretary of the Department of Children and Family Services to study the feasibility of implementing a cash reward program whereby the department would provide a monetary reward to an individual who provides information to the department which leads to the successful conviction of a person who has committed fraud or abuse of the Supplemental Nutrition Assistance Program. WHEREAS, acts of fraud and abuse committed by recipients of the Supplemental Nutrition Assistance Program have been noted to exist; and WHEREAS, the commission of fraud and abuse among Supplemental Nutrition Assistance Program recipients is detrimental to the state of Louisiana and its people, as it reduces the resources available for those law abiding citizens who may be eligible for such assistance and creates a financial hardship on the Department of Children and Family Services and the state of Louisiana to investigate, prosecute, and collect on cases of abuse and fraud within the Supplemental Nutrition Assistance Program; and WHEREAS, the implementation of a monetary reward program would assist the Department of Children and Family Services in identifying those individuals who commit fraud and abuse within the Supplemental Nutrition Assistance Program. THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana does hereby urge and request the secretary of the Department of Children and Family Services to study the feasibility of developing and implementing a monetary award program to promote the reporting and prevention of abuse and fraud within the Supplemental Nutrition Assistance Program in the state and to report the findings to the Senate Health and Welfare Committee prior to the convening of the 2012 Regular Session of the Legislature. BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the secretary of the Department of Children and Family Services. PRESIDENT OF THE SENATE
