SENATE RESOLUTION NO. 23
BY SENATOR BROOME 
CONDOLENCES.  Expresses condolences upon the death of Mildred Clark at age 102.
A RESOLUTION1
To express the sincere condolences of the Senate of the Legislature of Louisiana upon the2
death of Mildred Clark.3
WHEREAS, it is with deep regret that the members of the Senate have learned of the4
death of Mildred Dee Moore Clark on April 28, 2011, at the age of 102; and 5
WHEREAS, Mildred Dee Moore was born on January 16, 1909, in Minden,6
Louisiana, the oldest child of four children born of the union of the Reverend Jerry A. Moore7
Sr., and Mae Dee Moore; and 8
WHEREAS, she was the maternal granddaughter of the owner of the brick factory9
whose bricks were used to build the first building at Bishop College in Marshall, Texas, an10
historically black college founded in the 1800s; and11
WHEREAS, Mildred Moore was an honor graduate of Spelman (College) High12
School, Class of 1929, earned a B.S. degree in social work from Bryn Mawr College in13
Pennsylvania and a B.A. degree in sociology and history from Oberlin College in Ohio, as14
well as a master's degree in child development psychology from Columbia University in15
New York; and16
WHEREAS, in her early career, she served as director of The Hume Center for Child17
Development in New Orleans; and18 SR NO. 23

WHEREAS, she was the first black woman to work as a supervisor for the East1
Baton Rouge Parish school system child welfare and attendance division; and2
WHEREAS, Mildred Clark was a founder of the Community Association for the3
Welfare of School Children (CAWSC), a nonprofit agency, fifty-plus years ago, oftentimes4
supported the organization with her personal funds, served as chairwoman of CAWSC, and5
was the first executive director, which was at the time an unpaid position; and6
WHEREAS, she was a member and trailblazer who belonged to many organizations,7
including Alpha Kappa Alpha Sorority Inc., Gamma Eta Omega Chapter, Women in Politics,8
Louisiana Retired Teachers' Association, Teachers of Yesteryear, Flower Lovers' Garden9
Guild, Lucky 20 Club and Southern Heights Property Owners' Association; and10
WHEREAS, Mildred Clark was a dedicated and tireless member of Mount Zion First11
Baptist Church and served as chairwoman of the Deaconess Board for more than 30 years;12
and13
WHEREAS, she received many awards for her professional accomplishments and14
community activities from local, state and national political leaders; and15
WHEREAS, an avid traveler, Mildred Clark toured America, Europe, Japan, the16
Philippines, Middle East, Caribbean and parts of Latin America; and17
WHEREAS, Mildred Dee Moore Clark is survived by her son, Dr. Gary M. Clark,18
daughter-in-law, Sherrie; grandchildren, Aareon and Gary Jr.; great-grandson, Andre; her19
brother, the Reverend Jerry Moore Sr.; sister-in-law, Dr. Ettyce Moore; nephews, Jerry20
Moore III and the Reverend Juran D. Moore; and nieces, Cynthia Moore and Hazel Moore;21
as well as her extended family of Willie and Dr. Jessica Sullivan, and her caregiver, Mayola22
Brant; and23
WHEREAS, her parents, two of her siblings, brother David Moore, and sister Abner24
Moore Lewis, preceded her in death; and25
WHEREAS, Mildred Clark clearly appreciated and loved everyone she came in26
contact with and made sure they were treated royally.27
THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana28
does hereby express sincere condolences to the family of Mildred Dee Moore Clark on the29
occasion of her death.30 SR NO. 23

BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to Dr.1
Gary M. Clark.2
