SENATE RESOLUTION NO. 23
BY SENATOR BROOME 
A RESOLUTION
To express the sincere condolences of the Senate of the Legislature of Louisiana upon the
death of Mildred Clark.
WHEREAS, it is with deep regret that the members of the Senate have learned of the
death of Mildred Dee Moore Clark on April 28, 2011, at the age of 102; and 
WHEREAS, Mildred Dee Moore was born on January 16, 1909, in Minden,
Louisiana, the oldest child of four children born of the union of the Reverend Jerry A. Moore
Sr., and Mae Dee Moore; and 
WHEREAS, she was the maternal granddaughter of the owner of the brick factory
whose bricks were used to build the first building at Bishop College in Marshall, Texas, an
historically black college founded in the 1800s; and
WHEREAS, Mildred Moore was an honor graduate of Spelman (College) High
School, Class of 1929, earned a B.S. degree in social work from Bryn Mawr College in
Pennsylvania and a B.A. degree in sociology and history from Oberlin College in Ohio, as
well as a master's degree in child development psychology from Columbia University in
New York; and
WHEREAS, in her early career, she served as director of The Hume Center for Child
Development in New Orleans; and
WHEREAS, she was the first black woman to work as a supervisor for the East
Baton Rouge Parish school system child welfare and attendance division; and
WHEREAS, Mildred Clark was a founder of the Community Association for the
Welfare of School Children (CAWSC), a nonprofit agency, fifty-plus years ago, oftentimes
supported the organization with her personal funds, served as chairwoman of CAWSC, and
was the first executive director, which was at the time an unpaid position; and SR NO. 23	ENROLLED

WHEREAS, she was a member and trailblazer who belonged to many organizations,
including Alpha Kappa Alpha Sorority Inc., Gamma Eta Omega Chapter, Women in Politics,
Louisiana Retired Teachers' Association, Teachers of Yesteryear, Flower Lovers' Garden
Guild, Lucky 20 Club and Southern Heights Property Owners' Association; and
WHEREAS, Mildred Clark was a dedicated and tireless member of Mount Zion First
Baptist Church and served as chairwoman of the Deaconess Board for more than 30 years;
and
WHEREAS, she received many awards for her professional accomplishments and
community activities from local, state and national political leaders; and
WHEREAS, an avid traveler, Mildred Clark toured America, Europe, Japan, the
Philippines, Middle East, Caribbean and parts of Latin America; and
WHEREAS, Mildred Dee Moore Clark is survived by her son, Dr. Gary M. Clark,
daughter-in-law, Sherrie; grandchildren, Aareon and Gary Jr.; great-grandson, Andre; her
brother, the Reverend Jerry Moore Sr.; sister-in-law, Dr. Ettyce Moore; nephews, Jerry
Moore III and the Reverend Juran D. Moore; and nieces, Cynthia Moore and Hazel Moore;
as well as her extended family of Willie and Dr. Jessica Sullivan, and her caregiver, Mayola
Brant; and
WHEREAS, her parents, two of her siblings, brother David Moore, and sister Abner
Moore Lewis, preceded her in death; and
WHEREAS, Mildred Clark clearly appreciated and loved everyone she came in
contact with and made sure they were treated royally.
THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
does hereby express sincere condolences to the family of Mildred Dee Moore Clark on the
occasion of her death.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to Dr.
Gary M. Clark.
