SENATE RESOLUTION NO. 75
BY SENATOR SMITH 
A RESOLUTION
To express the sincere and heartfelt condolences of the Senate of the Legislature of
Louisiana upon the death of Eric B. Taylor.
WHEREAS, it is with great regret that the citizens of Louisiana have learned of the
death of Eric B. Taylor, at the age of sixty-five; and
WHEREAS, upon his death, the world lost a unique individual who left an indelible
mark upon the lives of those who knew him; and
WHEREAS, his long and distinguished career spanned over forty years as a
consummate health care administrator and executive, leaving his mark in the states of
Mississippi, Tennessee, Illinois and Louisiana, as well as the entire nation; and
WHEREAS, he was the CEO of SWLA Center for Health Services, since 2004, as
President of the Louisiana Primary Care Association, his efforts resulted in the allocation
of state funding towards a structured capital outlay plan to finance the new construction for
the twenty-five Federally Qualified Health Centers located in Louisiana, his vision led an
effort by nineteen Federally Qualified Health Centers to form a joint venture relationship
with Centene Corporation to respond to the State of Louisiana's Coordinated Care Network
initiative, which will provide managed care services to over nine hundred thousand medicaid
recipients; and
WHEREAS, he served in a capacity of Hospital Administrator, CEO to Health
Centers in Memphis, Chicago and Lake Charles, Commissioner of Mental Health and a
consultant for the United States Bureau of Primary Health Care, and he was the founder and
owner of American Healthcare Trust, a commercial HMO in Memphis, Tennessee; and
WHEREAS, he is responsible for two expansions of the Health Center's main site in
Lake Charles, which includes a state-of-the-art fitness center, and a Center for Women
Services, and spearheaded the construction for the SWLA-Lafayette and secured funding for
the new construction project for SWLA-Crowley and under his leadership, SWLA also made
applications to the Health Resource Service Administration (HRSA) for an expansion
initiative in Allen Parish; and SR NO. 75	ENROLLED

WHEREAS, Eric B. Taylor was a committed and dedicated citizen of Louisiana who
worked tirelessly on a multitude of business, civic, and political causes throughout his life;
and
WHEREAS, during his tenure at SWLA and in Lake Charles, he was very active
with his church, Christian Baptist Church, and with numerous civic organizations, such as
the 100 Black Men, Kiwanis and Rotary; and
WHEREAS, because of his numerous accomplishments in public and private life,
the death of Eric Byron Taylor has left a void in his community and has created a genuine
sense of profound sorrow in his friends and family.
THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
does hereby honor Eric Byron Taylor, an extraordinary man who shall forever be
remembered, and pays tribute to his remarkable legacy that shall live long in the hearts of
the many people whose lives he touched.
BE IT FURTHER RESOLVED that the members of the Senate of the Legislature of
Louisiana express their sincere condolences to the family of Eric B. Taylor upon his death.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
family of Eric B. Taylor.
