MTR VEHICLE/LICEN PLATES: Provides for the advertisement of the availability of
certain license plates
AN ACT1
To enact R.S. 47:463.2(E), relative to the advertisement of special prestige license plates;2
to provide for advertisements for special prestige license plates; to provide rule3
making authority; to provide for deadlines; and to provide for related matters.4
Be it enacted by the Legislature of Louisiana:5
Section 1.  R.S. 47:463.2(E) is hereby enacted to read as follows:6
ยง463.2. Special personalized prestige license plates for passenger vehicles;7
advertisement of availability8

(1) The deputy secretary of the Department of Public Safety and Corrections,10
public safety services, shall establish and provide for advertisement of special11
prestige license plates in each office of motor vehicles location within the state in12
accordance with this Subsection. As used in this Subsection, "department" shall13
mean the Department of Public Safety and Corrections, office of motor vehicles.14
(2) The advertisement for special prestige license plates provided for by this15
Subsection shall be in the form of brochures.16
(3)(a) Organizations or entities that elect to have brochures placed in each17
office of motor vehicles location in the state shall submit a brochure design to the18

it approves of the design or not within sixty days of submission of the proposed1
design.2
(b)  If the department approves the design of the brochure, the organization3
or entity shall provide the department with brochures to be placed in each office of4
motor vehicles location in the state.5
(c) All brochures shall comply with all rules and regulations adopted6
pursuant to this Subsection by the department.7
(4)(a)  The department shall adopt rules and regulations in accordance with8
the Administrative Procedure Act, subject to oversight by the House and Senate9
committees on transportation, highways and public works, as are necessary to10
implement the provisions of this Subsection, which shall be effective on or before11
March 1, 2013.12
(b) The rules shall include, but not be limited to, brochure specifications and13
the assessment of a reasonable fee to be charged to organizations and entities that14
elect to have their special prestige license plate advertised in each office of motor15
vehicles location in the state.16
(c) Monies collected pursuant to rules and regulations required by this17
Subsection shall be used by the department to offset costs of implementing this18
Section and shall be assessed every two years.19
(5) Advertisement for special prestige licenses plates as provided for by this20
Subsection shall be placed in each office of motor vehicles location no later than21
May 1, 2013.22
(6) The advertisements shall be updated every two years to include newly23
established special prestige license plates or changes to any existing special prestige24

within the state in accordance with proposed law.
Proposed law provides that the advertisement for special prestige license plates shall be in
the form of brochures.
Proposed law provides that the department shall adopt rules and regulations in accordance
with the Administrative Procedure Act, subject to oversight by the House and Senate
committees on transportation, highways and public works, as are necessary to implement the
provisions of  proposed law.  Proposed law provides for basic requirements for rules.
Proposed law provides that monies collected pursuant to rules and regulations shall be used
by the office of motor vehicles, to offset costs of implementing proposed law.
