AN ACT1
To enact R.S. 47:463.2(E), relative to the advertisement of special prestige license plates;2
to provide for advertisements for special prestige license plates; to provide3
rulemaking authority; to provide for deadlines; and to provide for related matters.4
Be it enacted by the Legislature of Louisiana:5
Section 1. R.S. 47:463.2(E) is hereby enacted to read as follows:6
ยง463.2. Special personalized prestige license plates for passenger vehicles;7
advertisement of availability8

E.(1) The deputy secretary of the Department of Public Safety and10
Corrections, public safety services, shall establish and provide for advertisement of11
special prestige license plates in each office of motor vehicles location within the12
state in accordance with this Subsection. As used in this Subsection, "department"13
shall mean the Department of Public Safety and Corrections, office of motor14
vehicles.15
(2) The advertisement for special prestige license plates provided for by this16
Subsection shall be in the form of brochures.17
(3)(a) Organizations or entities that elect to have brochures placed in each18
office of motor vehicles location in the state shall submit a brochure design to the19
department for approval. The department shall inform the organization or entity if20
it approves of the design or not within sixty days of submission of the proposed21
design.22
(b) If the department approves the design of the brochure, the organization23
or entity shall provide the department with brochures to be placed in each office of24

(c) All brochures shall comply with all rules and regulations adopted1
pursuant to this Subsection by the department.2
(4)(a) The department shall adopt rules and regulations in accordance with3
the Administrative Procedure Act, subject to oversight by the House and Senate4
committees on transportation, highways and public works, as are necessary to5
implement the provisions of this Subsection, which shall be effective on or before6
March 1, 2013.7
(b) The rules shall include, but not be limited to brochure specifications and8
the assessment of a reasonable fee to be charged to organizations and entities that9
elect to have their special prestige license plate advertised in each office of motor10
vehicles location in the state.11
(c) Monies collected pursuant to rules and regulations required by this12
Subsection shall be used by the department to offset costs of implementing this13
Section and shall be assessed every two years.14
(5) Advertisement for special prestige licenses plates as provided for by this15
Subsection shall be placed in each office of motor vehicles location no later than16
May 1, 2013.17
(6) The advertisements shall be updated every two years to include newly18
established special prestige license plates or changes to any existing special prestige19
plates.20
