AN ACT1
To amend and reenact R.S. 33:2740.8(A)(1) and (D)(1)(d), relative to downtown2
development districts; to provide relative to the Downtown Development District of3
the city of Baton Rouge; to provide relative to the boundaries and the governing4
board of the district; and to provide for related matters.5
Notice of intention to introduce this Act has been published6
as provided by Article III, Section 13 of the Constitution of7
Louisiana.8
Be it enacted by the Legislature of Louisiana:9
Section 1. 33:2740.8(A)(1) and (D)(1)(d) are hereby amended and reenacted to read10
as follows:11
ยง2740.8. The downtown development district of the city of Baton Rouge; creation,12
composition and powers; preparation of plans, levy of special ad valorem13
taxes, and issuance of bonds and other instruments of indebtedness14
A.(1) The Metropolitan Council of the city of Baton Rouge and the parish15
of East Baton Rouge, with the approval of the mayor-president, is authorized to16
create a special taxing district within the city of Baton Rouge comprised of all the17
territory within the following prescribed boundaries:18
The western boundary of the district shall be the east bank of the Mississippi19
River; the northern boundary shall run east of the Mississippi River, behind the old20
Our Lady of the Lake Hospital, continuing along the bank of the Capitol Lake,21
extending down the Capitol Access Road to the I-110 Interstate highway; the eastern22 ENROLLEDHB NO. 1051

boundary shall be the I-110 Interstate highway; and the southern boundary shall be1
the I-10 Interstate highway and bridge over the Mississippi River2
West boundary at the Mississippi River immediately south of the Old3
Municipal Dock, east to River Road, east to Terrace Avenue, east to Nicholson4
Drive, north to Myrtle Avenue, east to Kansas City Line Railroad (eastern5
boundary), north along railroad to Choctaw Drive, west along railroad, following6
curve of railroad near River Road, south on railroad, west to river at Eiland Street7
(north boundary of River Park development site), south along Mississippi River back8
to southern edge of Old Municipal Dock.9

D.(1) The board shall be composed of seven members, all of whom shall be11
qualified voters of the parish of East Baton Rouge, and shall have their principal12
place of business or profession in, or own property in, the Downtown Development13
District.  The seven members shall be appointed as follows: 14

(d)  Two members of the board shall be appointed by the mayor-president,16
with the approval of the metro council, from a list of six nominees submitted by the17
banking institutions located in the district property owners and lessees of property18
located within the jurisdictional boundaries of the district.19

Section 2. The two members of the governing board of the Downtown Development21
District appointed by the mayor-president, with the approval of the metro council, from a22
list of six nominees submitted by the banking institutions located in the district shall23
continue to serve until the expiration of their terms. Each successor of such a member shall24
be appointed as provided in R.S. 33:2740.8(D)(1)(d) as amended by this Act.25 ENROLLEDHB NO. 1051

Section 3. This Act shall become effective upon signature by the governor or, if not1
signed by the governor, upon expiration of the time for bills to become law without signature2
by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana.  If3
vetoed by the governor and subsequently approved by the legislature, this Act shall become4
effective on the day following such approval.5
