TRANSPORTATION DEPT: Provides for the promulgation of rules and regulations for the
formation and ongoing operations of a Ferry Advisory Board
AN ACT1
To amend and reenact R.S. 48:25, relative to ferries; to provide for an advisory board for2
ferries; to provide for the promulgation of rules and regulations; and to provide for3
related matters.4
Be it enacted by the Legislature of Louisiana:5
Section 1.  R.S. 48:25 is hereby amended and reenacted to read as follows:6
ยง25.  Operation or control of ferries, etc.7
A. The department may take over, control, operate, and regulate such ferries,8
barges, or other means of transportation as it thinks necessary to the public. It may9
prescribe and collect such ferry charges or transfer charges as it thinks necessary to10
maintain these services. To that end, it may let franchises or enter into contracts for11
these services in the name of the state, alone or jointly with the parishes or12
municipalities of the state, or with other states, or with the political subdivisions of13
other states.14
B. Upon the department's choice to privatize, let franchises, or enter into15
contracts for the operation of ferry services provided or formerly provided by the16
Crescent City Connection Division, the regional planning commission for the17
parishes of Jefferson, Orleans, Plaquemines, St. Bernard, and St. Tammany shall18

advisory board formed shall advise the department or entities operating such ferry1
service.2
Section 2. This Act shall become effective upon signature by the governor or, if not3
signed by the governor, upon expiration of the time for bills to become law without signature4
by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana.  If5
vetoed by the governor and subsequently approved by the legislature, this Act shall become6
effective on the day following such approval.7

Abstract: Provides for an advisory board for ferries formerly operated by the Crescent City
Connection Division.
Present law provides that the Dept. of Transportation and Development (DOTD) may
operate or let contracts to allow others to operate ferries.
Proposed law retains present law.
Proposed law provides that upon DOTD's choice to privatize, let franchises, or enter into
contracts for the operation of ferry services provided or formerly provided by the Crescent
City Connection Division, the regional planning commission for the parishes of Jefferson,
Orleans, Plaquemines, St. Bernard, and St. Tammany shall promulgate rules and regulations
for the formation of a ferry advisory board which shall advise the department or entities
operating such ferry service. 
Effective upon signature of governor or lapse of time for gubernatorial action.
