PARDON:  Provides for qualifications of members of the Board of Pardons
AN ACT1
To amend and reenact R.S. 15:572.1(A)(1), relative to the Board of Pardons; to provide for2
the qualifications of board members; and to provide for related matters.3
Be it enacted by the Legislature of Louisiana:4
Section 1. R.S. 15:572.1(A)(1) is hereby amended and reenacted to read as follows:5
ยง572.1.  Board of Pardons; membership; domicile; session; quorum6
A.(1)(a) The Board of Pardons shall consist of five members, who shall be7
appointed by the governor to serve terms concurrent with the governor making the8
appointments, or until their successors are appointed and take office. Beginning with9
appointments made to the board, or appointments to fill a vacancy on the board,10
which occur after August 15, 2010, at least one of the members shall be appointed11
from a list of names submitted by any victim's rights advocacy organization which12
is recognized as a nonprofit with the Internal Revenue Service, incorporated or13
organized in the state of Louisiana and in good standing, and does not engage in14
political activity, with each organization submitting a list of three names. However,15
no person nominated by any victim's rights advocacy organization shall be appointed16
to serve as a member of the board who has previously been confirmed by the Senate17
and has served as a member of the board.  All appointments shall be subject to18
confirmation by the Senate. The governor shall designate the chairman of the board.19 HLS 12RS-718	ORIGINAL

(b) The members of the board shall have knowledge, education, or1
experience in the administration of criminal justice or in the behavioral sciences as2
provided in this Subparagraph.  Each member shall have at least five years of3
training and experience, or a baccalaureate or higher degree from an accredited4
college or university, in one or more of the following fields:  parole, probation,5
corrections, law, law enforcement, psychology, psychiatry, sociology, and social6
work.7
(c)  The selection of members appointed by the governor and confirmed by8
the Senate shall reflect, as nearly as possible, a cross section of the racial, gender,9
economic, and geographic features of the population of the state.10

Proposed law amends present law to require that the members of the board have knowledge,
education, or experience in the administration of criminal justice or in the behavioral
sciences.

of the following fields: parole, probation, corrections, law, law enforcement, psychology,
psychiatry, sociology, and social work.
