LIBRARIES:  Provides relative the qualifications of head librarians
AN ACT1
To amend and reenact R.S. 25:215(A), relative to parish and municipal libraries; to provide2
for the qualifications of a head librarian; and to provide for related matters.3
Be it enacted by the Legislature of Louisiana:4
Section 1.  R.S. 25:215(A) is hereby amended and reenacted to read as follows:5
ยง215. Duties and powers of the board; employment of librarian, assistants, and other6
employees7
A. The board of control shall meet and organize immediately after their8
appointment and annually thereafter and elect a president, vice-president, secretary,9
and treasurer, whose duties shall be those customarily exercised by such officers.10
The board of control shall have authority to establish rules and regulations for its11
own government and that of the library not inconsistent with law; to elect and12
employ a librarian, and, upon the recommendation and approval of the latter, to13
employ assistant librarians and other employees and fix their salaries and14
compensation; provided that no contract of employment shall be made for a longer15
period than four years. nor with any person as head librarian who has not been16
certified by the State Board of Library Examiners as provided in R.S. 25:222.  Any17
person hired as a head librarian shall obtain certification by the State Board of18

employment. The head librarian may be appointed or elected secretary of the board1
of control.2

Abstract: Provides for the powers of the board of control of parish and municipal libraries
in relation to the hiring of the head librarian.  Changes requirement that a person
hired as a head librarian be certified by the State Board of Library Examiners to a
requirement that any person hired as a head librarian must obtain certification within
12 months of beginning employment.
Present law provides for the establishment of parish and municipal libraries in the state. The
governing authority of the municipality or parish shall name and appoint a board of control
for such public library.  The board of control may establish rules and regulations for its own
government and that of the library; elect and employ a librarian; and, upon the
recommendation and approval of the latter, employ assistant librarians and other employees
and fix their salaries and compensation. Provides that the board of control shall not offer a
contract of employment for a period longer than four years.  	Proposed law retains present
law.
Present law provides that the board of control may not hire any person as head librarian who
has not been certified by the State Board of Library Examiners.  	Proposed law repeals
present law and provides instead that any person hired as a head librarian must obtain
certification by the State Board of Library Examiners within 12 months of beginning
employment.
