ENVIRONMENT/QUALITY:  Provides for the reportable quantity of a release from natural
gas pipelines
AN ACT1
To amend and reenact R.S. 30:2363(15), relative to environmental quality; to provide for the2
reportable quantity of a release from natural gas pipelines; and to provide for related3
matters.4
Be it enacted by the Legislature of Louisiana:5
Section 1.  R.S. 30:2363(15) is hereby amended and reenacted to read as follows: 6
ยง2363.  Definitions7
The following terms as used in this Chapter shall have the following8
meanings:9

(15) "Reportable release" means a release of a regulated hazardous material11
or substance which causes any injury requiring hospitalization or any fatality, results12
in a fire or explosion which could reasonably be expected to affect the public safety13
beyond the boundaries of the facility, or exceeds the reportable quantity when that14
reportable quantity, as defined pursuant to rules promulgated by the deputy secretary,15
could be reasonably expected to escape beyond the site of the facility.  A reportable16
release as defined herein shall be based upon the quantity of hazardous material or17
substance discharged continuously, intermittently, or as a one-time discharge, within18

reportable releases shall include only reportable quantities of one thousand pounds1
or more.2

Abstract: Provides that a reportable release for a natural gas distribution line is 1,000
pounds or more.
Present law defines a "reportable release" as release of a regulated hazardous material or
substance which causes any injury requiring hospitalization or any fatality, results in a fire
or explosion which could reasonably be expected to affect the public safety beyond the
boundaries of the facility, or exceeds the reportable quantity when that reportable quantity,
as defined pursuant to rules promulgated by the deputy secretary, could be reasonably
expected to escape beyond the site of the facility.  A reportable release as defined herein
shall be based upon the quantity of hazardous material or substance discharged continuously,
intermittently, or as a one-time discharge, within any continuous 24 hour period.
Proposed law retains present law and further provides that for natural gas distribution lines,
reportable releases shall include only reportable quantities of 1,000 pounds or more.
