AN ACT1
To amend and reenact R.S. 32:405.1, relative to age requirements of Class "E" driver's2
license; to increase the age of which a person must submit a signed statement3
attesting to supervised driving practice; and to provide for related matters.4
Be it enacted by the Legislature of Louisiana:5
Section 1.  R.S. 32:405.1 is hereby amended and reenacted to read as follows:6
ยง405.1.  Age requirements7
Subject to R.S. 32:407, a Class "E" driver's license or a Class "D" chauffeur's8
license shall be granted to a person seventeen years of age or above. Class "A", "B",9
or "C" licenses shall be granted only to persons eighteen years of age or above.10
Notwithstanding any provision to the contrary, a seventeen an eighteen year old or11
older or parent or guardian of a seventeen year old first time applicant for a Class "E"12
license shall provide a signed statement to the department attesting that the applicant13
has completed a minimum of fifty hours of supervised driving practice with a14
licensed parent, guardian, or adult at least age twenty-one or older. However, if the15
first time applicant for a Class "E" license is seventeen years of age and16
emancipated, the applicant shall provide the attestation for himself, provided that the17
applicant has the necessary identifying information and documents. At least fifteen18
of these hours must be nighttime driving. However, hazardous materials19
endorsements shall be issued only to persons twenty-one years of age or above. The20 ENROLLEDHB NO. 586

age limitations are subject to the minimum age requirements set forth in the Federal1
Commercial Motor Carrier Vehicle Safety Act of 1986 and the regulations2
promulgated thereunder relative to licensing of carriers in interstate commerce.3
