AN ACT1
To enact R.S. 17:176(H), relative to extracurricular interscholastic athletic activities; to2
provide for eligibility for participation in extracurricular interscholastic athletic3
activities by certain students whose parents are in the uniformed services; to provide4
conditions; to provide for effectiveness; and to provide for related matters.5
Be it enacted by the Legislature of Louisiana:6
Section 1.  R.S. 17:176(H) is hereby enacted to read as follows: 7
ยง176. Extracurricular activities; interscholastic athletics; participation; standards;8
prohibitions; filming or videotaping; definitions9

H.(1) Notwithstanding any policy, rule, or regulation of the Louisiana High11
School Athletic Association to the contrary, no student otherwise academically12
eligible to participate in an extracurricular interscholastic athletic activity shall be13
determined ineligible for or otherwise prohibited from participating in such activity14
at his school if the student transferred to the school pursuant to a move necessitated15
by military orders issued to the student's parent or legal guardian, provided that all16
of the following apply:17
(a) The parent or legal guardian is a member of the uniformed services as18
defined in R.S. 29:403(13).19
(b) The student resided with and was supported by the parent or legal20
guardian prior to the receipt of military orders by the parent or legal guardian.21
(c) The military orders constituted a change in duty station such that the22
move was necessary to comply with the orders.23 ENROLLEDHB NO. 631

(2) The Louisiana High School Athletic Association shall annually submit a1
written report to the Senate Committee on Education and the House Committee on2
Education detailing the number of students who were deemed eligible to participate3
in extracurricular interscholastic athletic activities pursuant to the provisions of this4
Subsection, the schools from which such students transferred, the schools in which5
such students subsequently enrolled, and the athletic activities in which such students6
participated.7
Section 2. This Act shall be effective for the 2011-2012 school year and thereafter.8
Section 3. This Act shall become effective upon signature by the governor or, if not9
signed by the governor, upon expiration of the time for bills to become law without signature10
by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana.  If11
vetoed by the governor and subsequently approved by the legislature, this Act shall become12
effective on the day following such approval.13
