INSURANCE DEPARTMENT: Provides relative to the membership of the Advisory
Committee on Equal Opportunity in the Dept. of Insurance
AN ACT1
To amend and reenact R.S. 22:32(A)(1)(introductory paragraph), (i), (l), and (3) and to2
repeal R.S. 22:32(A)(2), relative to the Advisory Committee on Equal Opportunity3
within the Department of Insurance; to grant the commissioner of insurance the4
authority to appoint members to the committee; to provide for the associations who5
shall submit nominees for appointment; and to provide for related matters.6
Be it enacted by the Legislature of Louisiana:7
Section 1.  R.S. 22:32(A)(1)(introductory paragraph), (i), (l), and (3) are hereby8
amended and reenacted to read as follows: 9
ยง32.  Advisory Committee on Equal Opportunity10
A.(1) There is hereby created within the Department of Insurance, in the11
division of minority affairs, the Advisory Committee on Equal Opportunity.  The12
committee shall be composed of twenty-three members. Twenty-two members shall13
be appointed by the governor commissioner and shall serve at his pleasure. The14
deputy commissioner for minority affairs shall serve ex officio as the twenty-third15
member.  The deputy commissioner shall serve as chairperson of the committee.16
Four members shall be appointed from a list of nominees submitted by the Louisiana17
chapter of The National Association for the Advancement of Colored People, the18
Urban League of Greater New Orleans, Inc., the Baton Rouge chapter of the National19

the National Association for the Advancement of Colored People. Two members1
shall be appointed from a list of nominees submitted by the deans of the business2
schools of Dillard University, Xavier University, Southern University, and3
Grambling University.  Sixteen members shall be appointed from a list of nominees,4
one nominee to be submitted by each of the following associations or groups:5

(i)  Health Insurance Association of America Louisiana Association of Health7
Plans.8

(l)  National Independent Insurance Agents Independent Insurance Agents10
and Brokers of Louisiana.11

(3)(2) The committee shall serve without compensation, except for13
compensation for mileage and meals expenses that the members of the committee14
may receive reasonable reimbursement for necessary travel and expenses incurred15
in connection with actual attendance at meetings of the committee or while on16
business of the committee assigned by the committee, but only when properly17
vouchered.18

Section 2.  R.S. 22:32(A)(2) is hereby repealed in its entirety.20

Abstract: Grants the commissioner of insurance the authority to appoint members to the
Dept. of Insurance's Advisory Committee on Equal Opportunity.
Present law provides for an Advisory Committee on Equal Opportunity within the
Department of Insurance, to which the governor appoints 22 members. Further provides that
the governor's choice of appointees shall submitted to the Senate for confirmation.
Present law provides a list of groups and associations that will each be responsible for
nominating one person to be considered for appointment to the committee. HLS 12RS-570	ORIGINAL

Present law provides that members of the committee shall serve without compensation,
except for compensation for mileage and meals incurred in the connection with the
attendance of committee meetings or committee business.
Proposed law grants the authority to appoint the 22 members of the committee to the
commissioner of insurance. Provides that the deputy commissioner for minority affairs will
serve as chairperson of the committee.
Proposed law makes changes to the list of associations responsible for nominating persons
to the committee.  Proposed law removes the Health Insurance Association of America and
the National Independent Insurance Agents from the list and adds the La. Association of
Health Planners and the Independent Insurance Agents and Brokers of La.
Proposed law repeals provision of present law that requires Senate confirmation of
committee appointees.
Proposed law clarifies that members of the committee shall serve without compensation,
except for reasonable reimbursement for necessary travel and expenses incurred in
connection with the attendance of committee meetings or committee business.
