SCHOOLS/EMPLOYEES: Provides relative to salary reductions for employees of city,
parish, and other local public school boards
AN ACT1
To amend and reenact R.S. 17:422.5, relative to salaries of teachers and other employees of2
city, parish, and other local public school boards; to authorize a school board to3
reduce the salary of any employee; to provide relative to the requirement of a public4
hearing prior to such salary reduction; to provide for definitions; and to provide for5
related matters.6
Be it enacted by the Legislature of Louisiana:7
Section 1.  R.S. 17:422.5 is hereby amended and reenacted to read as follows:8
ยง422.5.  Reduction in salary; 	teachers employees9
A. Notwithstanding the provisions of R.S. 17:421.3, 421.5, 422.6, or any10
other provision of law to the contrary, no a city, or parish, or other local public11
school board shall may reduce the salary of any public elementary or secondary12
school teacher  employee or any group category thereof without first after holding13
a public hearing for the purpose of allowing such teacher employees subject to the14
proposed reduction to appear and be heard at least thirty days before the reduction15
in salary shall occur. Notice of the meeting hearing shall be published at least thirty16
ten days prior to the meeting hearing in the official journal of the parish where the17
city or parish school board is located.18
B. Any teacher or teachers' group may waive the public hearing required in19

two weeks of published notice Salary reductions may be achieved through any means1
and at any time as determined by the city, parish, or other local public school board.2
C. For the purposes of this Section "employee" shall be defined as any3
person employed by a city, parish, or other local public school board.4

Abstract: Authorizes public school boards to reduce the salary of any employee at any time
and through any means; requires a public hearing prior to such reduction.
Present law prohibits a public school board from reducing the salary of a public elementary
or secondary school teacher or group thereof without first holding, at least 30 days before
the reduction occurs, a public hearing, notice of which shall be published in the official
journal of the parish where the board is located at least 30 days in advance.
Proposed law authorizes a public school board to reduce the salary of any employee, or
category thereof, at any time and through any means as determined by the board.  Retains
requirement that public hearing be held prior to such reduction, but reduces number of days
prior to hearing that notice must be published from 30 to 10. Defines "employee" as any
person employed by a city, parish, or other local public school board.
Present law authorizes any teacher or teachers' group to waive the public hearing by written
waiver submitted to the school board within two weeks of published notice. Proposed law
deletes present law.
