MOTOR VEHICLES:  Provides for state vehicle conversions to compressed natural gas
AN ACT1
To amend and reenact R.S. 39:364(A)(1), relative to the use of compressed natural gas as2
a vehicular fuel; to provide for the authority of the commissioner of administration;3
to provide for conversions of certain state-owned vehicles; and to provide for related4
matters.5
Be it enacted by the Legislature of Louisiana:6
Section 1.  R.S. 39:364(A)(1) is hereby amended and reenacted to read as follows:7
ยง364. Purchase or lease of fleet vehicles; use of alternative fuel vehicles and hybrid8
vehicles; exceptions9
A.(1)  The commissioner of administration shall not purchase or lease any10
motor vehicle for use by any state agency unless that vehicle is capable of and11
equipped for using an alternative fuel that results in lower emissions of oxides of12
nitrogen, volatile organic compounds, carbon monoxide, or particulates or any13
combination thereof that meet or exceed federal Clean Air Act standards, including14
but not limited to hybrid vehicles. Alternative fuels shall include compressed natural15
gas, liquefied petroleum gas, reformulated gasoline, methanol, ethanol, advanced16
biofuel, electricity, and any other fuels which meet or exceed federal Clean Air Act17
standards.  Vehicles converted to use compressed natural gas shall be certified as18
safe in accordance with applicable state law.19

Abstract: Requires vehicles in the state fleet converted to compressed natural gas be in
compliance with state safety standards.
Present law provides that the commissioner of administration shall not purchase or lease any
motor vehicle for use by any state agency that is not capable of using alternative fuels,
including hybrid vehicles.
Present law provides that alternative fuels include compressed natural gas, liquefied
petroleum gas, reformulated gasoline, methanol, ethanol, advanced biofuel, electricity, and
any other fuels which meet or exceed federal Clean Air Act standards.
Proposed law requires that vehicles converted to use compressed natural gas be certified as
safe in accordance with applicable state law.
