PUBLIC RECORDS: Provides relative to records of the office of the governor by providing
that certain travel log records include travel in all state police aircraft
AN ACT1
To amend and reenact R.S. 44:5(E), relative to records of the governor and the office of2
governor; to provide for certain records of aircraft travel; to provide for the3
availability of such records; and to provide for related matters.4
Be it enacted by the Legislature of Louisiana:5
Section 1.  R.S. 44:5(E) is hereby amended and reenacted to read as follows: 6

E. Notwithstanding any provision of this Chapter, the state police shall9
maintain a travel log identifying the date and location of all travel by the governor10
in a state police helicopter aircraft, whether rotary or fixed-wing, which record shall11
be available for inspection and copying in accordance with the provisions of this12
Chapter. Entries to the state police helicopter aircraft travel log shall be made within13
seven days after the date of travel.14
Section 2. This Act shall become effective upon signature by the governor or, if not15
signed by the governor, upon expiration of the time for bills to become law without signature16
by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana.  If17
vetoed by the governor and subsequently approved by the legislature, this Act shall become18

Abstract: Changes requirement that state police maintain a travel log of all travel by the
governor in a state police helicopter to a requirement that state police maintain a
travel log of all travel by the governor in state police aircraft, whether rotary or
fixed-wing.
Present law (R.S. 44:5) provides that the Public Records Law shall not apply to records
having been used, being in use, possessed, or retained for use by the governor in the usual
course of the duties and business of his office relating to the deliberative process of the
governor, intraoffice communications of the governor and his internal staff, the governor's
security and schedule, or communications with or the security and schedule of the governor's
spouse or children.  Provides certain specific exceptions and limitations.
Present law further requires state police to maintain a travel log identifying the date and
location of all travel by the governor in a state police helicopter, which record shall be
available for inspection and copying in accordance with the Public Records Law. Provides
that entries to the state police helicopter travel log shall be made within seven days after the
date of travel.
Proposed law changes "a state police helicopter" to "state police aircraft, whether rotary or
fixed-wing" and changes "state police helicopter travel log" to "state police aircraft travel
log" and otherwise retains present law.
Effective upon signature of governor or lapse of time for gubernatorial action.
