STUDENT/ASSESSMENT:  Eliminates provisions relative to LEAP, iLeap, end of course
testing, and the graduation exit exam for students in public schools
AN ACT1
To amend and reenact R.S. 17:10.2(A)(1), 24.4(A)(1) and (3) and (G)(1), 183.3(B)(2)(f) and2
(D)(1)(b)(i), 391.4(A), 406.6(B)(2)(a)(i), 3911(B)(1)(a), and 4023 and to repeal R.S.3
17:24.4(A)(2), (F), (G)(4), and (H), 183.3(B)(3) and (D)(1)(b)(ii), 401.12(B)(1)(b),4
3048.5(D)(4), and 3973(1)(c), relative to the administration of certain tests to public5
school students; to eliminate provisions relative to the Louisiana Educational6
Assessment Program, the integrated Louisiana Educational Assessment Program, end7
of course testing, and the graduation exit exam; and to provide for related matters.8
Be it enacted by the Legislature of Louisiana:9
Section 1. R.S. 17:10.2(A)(1), 24.4(A)(1) and (3) and (G)(1), 183.3(B)(2)(f) and10
(D)(1)(b)(i), 391.4(A), 406.6(B)(2)(a)(i), 3911(B)(1)(a), and 4023 are hereby amended and11
reenacted to read as follows: 12
§10.2. School and district responsibilities; preparation for the school and district13
accountability system; employee incentive awards14
A.  In preparation for the school and district accountability system, each15
school and each school district shall develop, modify, or both, any existing16
educational improvement plans for academic achievement by no later than April 1,17
1998, as follows:18
(1) Each school shall provide for a plan for improving academic achievement19

representatives, based on a self-examination of previous trend data including student1
test scores on the state norm-referenced and criterion-referenced tests, student and2
teacher attendance, dropout rate, and any other additional indicators deemed3
appropriate.4

§24.4.  Louisiana Competency-Based Education Program; statewide standards for6
required subjects; Louisiana Educational Assessment Program; parish or city7
school board comprehensive pupil progression plans; waivers8
A. As used in this Section, the following words, terms, and phrases shall9
have the meaning ascribed to them in this Subsection, except when the context10
clearly indicates a different meaning:11
(1) "The Louisiana Competency-Based Education Program" means the12
coordination of all existing statutory provisions and State Board of Elementary and13
Secondary Education policies and guidelines to be implemented by the Department14
of Education which affect pupil performance with the development and15
establishment of statewide curriculum standards for required subjects for the public16
elementary and secondary schools of this state, the complete implementation of the17
Louisiana Educational Assessment Program, the involvement of all federal18
instructional programs, vocational programs, special education programs, and19
teacher education programs in this state, and the pupil progression plans for the20
public elementary and secondary school systems of this state.21

(3)  "Pupil progression plan" means the comprehensive plan developed and23
adopted by each parish or city school board which shall be based on student24
performance on the Louisiana Educational Assessment Program with goals and25
objectives which are compatible with the Louisiana Competency-Based Education26
Program and which supplements the minimum standards approved by the State27

require the student's mastery of grade-appropriate skills before he or she can be1
recommended for promotion.2

G.(1) Each city and parish school board shall appoint a committee which4
shall be representative of the parents of the school district under the authority of such5
school board. Each committee shall participate and have input in the development6
of the pupil progression plans provided for in this Section. Each parish or city school7
board shall develop and submit to the state Department of Education for approval by8
the State Board of Elementary and Secondary Education a pupil progression plan9
which shall be in accordance with the requirements of this Section and be based upon10
student achievement, and performance, and proficiency on tests required by this11
Section. Beginning with the 1998-1999 school year and thereafter, approval12

§183.3.  Career major; description; curriculum and graduation requirements16

(2) The course requirements for the career major shall consist of the20
following:21

(f) At least seven credits in career and technical education courses with end-23
of-course testing as appropriate and approved by the State Board of Elementary and24
Secondary Education, including at least one-half credit in a career readiness course25
and one credit in a computer applications course. Courses shall be selected to prepare26
a student for postsecondary education or a career.27

D.(1) A student who seeks to pursue a career major curriculum must meet1
one of the following conditions:2

(b)(i) The student is at least fifteen years of age, or will attain the age of4
fifteen during the next school year, scored at least at the approaching basic level on5
either the English/Language Arts or Mathematics component of the eighth grade6
Louisiana Educational Assessment Program test, and meets the objective criteria7
established by the pupil progression plan of the city, parish, or other local public8
school system where the student is enrolled to enter the ninth grade for the purpose9
of pursuing a career major curriculum.10

§391.4.  Pupil proficiency 12
A. The state superintendent of education shall, by January 1, 1978, establish13
reasonable minimum levels of pupil proficiency in the basic communication and14
computational skills which shall be integrated into instructional programs. The state15
superintendent of education shall, by January 1, 1979, develop and administer a16
uniform system of assessment based in part on criterion referenced tests to determine17
pupil status, pupil progress, and the degree to which such minimum proficiency18
standards have been met. The grade levels involved in such assessment shall be19
chosen by the superintendent. The local public school governing bodies authorities20
shall cooperate with the superintendent and the state Department of Education in the21
administration of this Section.  22

(2)(a)(i) Provided that funds are available through the Temporary Assistance28

implemented in any city, parish, or other local public school system and shall include1
schools that are recipients of federal Title I funds, to be selected by the independent2
review panel from among all eligible schools identified by the local public school3
board as having either a lower test score result for students on the most recent4
Louisiana Educational Assessment Program test than its immediately prior result or5
less than a five point improvement in such scores as determined by the state6
Department of Education for use in determining the school's school performance7
score as part of the school and district accountability program.8

§3911.  Data collection system; establishment10

B.(1) The data collection system shall provide for but shall not be limited to12
the regular collection of the following information on a per school basis:13
(a) The results of all tests required by law or board regulation, including14
results from any state required criterion-referenced test, norm-referenced test, and15
graduation exit exam.16

§4023.  Testing18
A participating nonpublic school shall ensure that scholarship recipients are19
administered all examinations required pursuant to the Louisiana School and District20
Accountability System at the prescribed grade levels including the Louisiana21
Educational Assessment Program, the integrated Louisiana Educational Assessment22
Program (iLEAP), and graduation exit examinations.23
Section 2. R.S. 17:24.4(A)(2), (F), (G)(4), and (H), 183.3(B)(3) and (D)(1)(b)(ii),24
401.12(B)(1)(b), 3048.5(D)(4), and 3973(1)(c) are hereby repealed in their entirety.25 HLS 12RS-1268	ORIGINAL

Abstract: Eliminates provisions relative to LEAP, 	iLeap, end of course testing, and the
graduation exit exam.
Present law provides for the administration of certain tests to public school students and
specifies certain types of tests to be administered to students in certain grades. Certain levels
of proficiency must be attained on certain tests as a prerequisite for promotion to the next
grade. Some such tests are administered as part of "the Louisiana Educational Assessment
Program" (LEAP), defined as a process of measuring pupil performance in relation to grade
appropriate skills, state curriculum standards, and national educational indices, and the
integrated Louisiana Educational Assessment Program (iLeap). Present law also provides
for end of course testing with respect to certain career and technical education courses and
contains references to the graduation exit exam. (Per present BESE policy, the graduation
exit exam is in the process of being "phased out" and replaced with end of course testing.)
Proposed law deletes present law provisions pertaining to the following: 
(1) LEAP (La. Educational Assessment Program) and  iLeap (integrated La. Educational
Assessment Program).
(2) End of course testing.
(3) Graduation exit exam.
(Amends R.S. 17:10.2(A)(1), 24.4(A)(1) and (3) and (G)(1), 183.3(B)(2)(f) and (D)(1)(b)(i),
391.4(A), 406.6(B)(2)(a)(i), 3911(B)(1)(a), and 4023; Repeals R.S. 17:24.4(A)(2), (F),
